Addendum No. 4 Summary
This is Addendum No. 4 to the Maryland Aviation Administration (MAA) Request for Proposals for Contract MAA-CO-26-001/MAA-MC-26-014, covering the design, installation, and support of Airport Data, Information Display and Management Systems at Baltimore/Washington International Thurgood Marshall Airport. The scope encompasses three primary components: Electronic Video Information Display Systems (EVIDS) featuring public-facing flight/gate/baggage information displays, advertising, and wayfinding systems across multiple airport locations; an Airport Operational Database (AODB) serving as a centralized clearinghouse for airport and airline schedules, operations, and asset management with extensive system integration requirements; and an Airport Resource Management System (RMS) for managing common-use resources including ticket counters, gates, baggage conveyors, and remote parking stands. The maintenance contract encompasses five years of full-service support with two optional two-year renewal periods and includes service level agreements. The pre-proposal meeting was conducted on October 23, 2025, with 63 attendees representing potential bidders and MAA team members. Technical and price proposals were originally due December 3, 2025, at 1:00 p.m., with questions submitted by November 3, 2025. Addendum No. 4, dated December 10, 2025, extended the proposal deadline to January 13, 2026, at 1:00 p.m. All proposals must be submitted electronically via eMaryland Marketplace Advantage (eMMA), Bid Number BPM053667.
The addendum includes comprehensive vendor questions and responses addressing system requirements, integration specifications, and project logistics, along with attendee lists from the pre-proposal meeting and site inspection. Bidders must acknowledge receipt of Addendum No. 4 and submit the signed acknowledgement form with their proposals. Contract MAA-CO-26-001 includes a 7 percent Minority Business Enterprise (MBE) subcontractor participation goal, while MAA-MC-26-014 has 0 percent MBE participation requirements. Security requirements mandate that personnel working in secured areas obtain TSA identification badges following fingerprint-based FBI Criminal History Records checks and Security Threat Assessment screening. Key technical considerations include CAT6 network cabling requirements, energy-efficient display solutions, cybersecurity posture evaluation, and system upgrade roadmap assessment. The MAA procurement office contact is Monica Queen at 410-859-7004 or mqueen6@bwiairport.com.

Security Requirements – Jeffrey Miller Airport Security
If you’re going to work in the Secured Identification Display Area (SIDA), Secured
Area, or Sterile Area, you’re going to need a BWI Thurgood Marshall identification badge. This is a TSA requirement. It usually takes about two weeks to complete the badge process. We do a fingerprint-based FBI Criminal History Records Check
(CHRC) and a Security Threat Assessment (STA). For the STA the applicants name is run through a number of different databases to see if your name is on any lists. When
CHRC and STA are approved, your Authorized Signer will receive an email informing them to send you to the Badge Office for a badge.
If you are going to be working in the Federal Inspection Service building, you will need to apply to Customs Border Patrol (CBP) for a Customs Seal. CBP performs its own background check, and the Authorized Signer receives an email when it is approved.
You are advised to badge as many people on your team as you can. Someone without a badge may be escorted by someone who has Escort Authority, but the person performing the escort cannot work. Their only job is to watch the employees being escorted. One person with Escort Authority may escort up to five (5) unbadged employees.
If you need to operate a vehicle on the airfield, you must take the test to get an Airfield
Operator’s Permit. You must pass this test with a score of 80 or better. You may repeat this test three times. If you don’t pass it, you will not be driving at BWI Thurgood
Marshall. Additionally, your vehicle will need a decal, which requires an inspection of the vehicle. The decals are issued by the Office of Airport Operations.
Any Questions?
If you joined late or did not have an opportunity to introduce your company, please do so now.
Thank you for your interest and good luck with your proposal.
