About this file
This is Addendum No. 9 to the Technical Provisions and Drawings for a combined design, installation, and support contract issued by the Maryland Department of Transportation, Maryland Aviation Administration (MDOT MAA) for Baltimore/Washington International Thurgood Marshall Airport. The addendum revises Section 7 of the bid proposal documents and modifies the proposal submission requirements. The contract comprises two distinct components: construction contract MAA-CO-26-001 with a duration of 515 calendar days, and maintenance contract MAA-MC-26-014 with a five-year term from substantial completion, including two optional two-year renewals at MAA's discretion. The revised proposal due date is February 26, 2026, at 1:00:00 p.m. local time, with submissions required via the eMMA platform at https://emma.maryland.gov. The addendum requires bidders to acknowledge receipt of all modifications and incorporate them into their proposals. Technical proposals and price proposals are both due on February 26, 2026, at 1:00:00 p.m. local time.
Award will be made to the responsible offeror submitting the most advantageous proposal based on technical evaluation criteria and price, with technical factors weighted as more important than price. A proposal guaranty of five percent of the total bid is required for bids exceeding $100,000. Liquidated damages for the construction contract are assessed at $635.00 per calendar day for failure to complete work within 515 days. For the maintenance contract, liquidated damages are $14.00 per hour for High Priority Incidents and $27.00 per hour for Critical Priority Incidents in cases of failure to actively respond to service calls, outages, or restore services. Notice of award will be issued within 120 days of bid opening. Bidders must comply with all Standard Provisions for Construction Contracts (Volume I and II, dated October 2017) and applicable Interim Standard Provisions Addendums (ISPA-19-001). Corporations must be registered with the Maryland State Department of Assessments and Taxation or comply with corporate registration requirements outlined in Special Provision Section SP-2.03.
