About this opportunity

Seminole County is procuring a construction contract for the Lake Monroe Trail Loop - Phase 1 project, an infrastructure development initiative involving the construction of concrete trails in Florida. The project scope includes building an 8-foot wide concrete trail along Mellonville Avenue from E. Seminole Boulevard to Celery Avenue, and a 12-foot wide concrete trail along Celery Avenue from Elliot Street to 343 feet east of Sipes Avenue. The procurement is a public works project requiring comprehensive labor, materials, equipment, transportation, and coordination for trail construction. Contractors must be fully licensed and certified in the State of Florida, with minimum qualifications focused on demonstrating appropriate professional credentials. The project has a strict timeline requiring substantial completion within 255 calendar days from the Notice to Proceed and final completion 30 calendar days thereafter. A pre-bid meeting is scheduled for July 10, 2024, at 9:00 AM via Teams, with bid submissions due on July 31, 2024, at 2:00 PM. Evaluation criteria will focus on lowest responsive, responsible bidder status, considering qualifications, experience, and past performance.

The procurement encourages participation from Minority and Women-owned Business Enterprises (M/WBEs), though no specific set-aside percentages are detailed. Bid security of 5% is required, and bids must remain firm for 90 days after opening. The Engineer's estimated project cost is $3,827,394.21, providing potential bidders a benchmark for budgeting. No incumbent vendors are specifically mentioned, and the project appears to be a new infrastructure development without requiring integration with existing systems. Bidders must submit comprehensive documentation including proof of licensing, financial capabilities, and compliance with local regulations. The contract will be awarded by the Seminole County Board of County Commissioners, with the successful bidder expected to manage complex site conditions, potential utility installations, and coordination with other potential contractors working in the area.
