About this opportunity

The Board of County Commissioners of Okaloosa County, Florida, Tourist Development Department is requesting proposals for parking expansion at John Beasley Park (114 spaces) and Ross Marler Park (113 spaces), with proposals due August 12, 2026, and a mandatory pre-bid meeting required before submission.

The scope encompasses site clearing, demolition, excavation and fill, finish grading, concrete sidewalk and step construction, flexible asphalt paving, stormwater gravity piping, riprap installation, utility trenching and backfilling, pavement markings, and associated site improvements at both locations. The projects must proceed in two phases at each park to maintain limited operations during construction. Marler Park expansion anticipates a new splashpad facility. Construction must begin November 1, 2026, with completion by March 15, 2027. Work hours are Monday through Friday, 7:00 a.m. to 5:00 p.m., excluding holidays, with a 120-calendar-day completion window from notice to proceed. All work must comply with FDOT standards, ASTM material specifications, and Okaloosa County standards. Contractors must retain certified arborists per ISA or ASCA standards for tree protection and replacement obligations. Stormwater management requires NPDES permit compliance and a Stormwater Pollution Prevention Plan.

The estimated total budget is $1,345,226, split as John Beasley ($643,710) and Marler Park ($701,516.70). The Opinion of Probable Construction Cost documents detail line-item estimates including asphalt paving, concrete curb and sidewalk, light pole relocation, tree removal, stormwater infrastructure, and contingency allowances. Marler Park cost opinion explicitly estimates mobilization at approximately $55,000.

The contractor must carry Workers' Compensation insurance at statutory limits, Commercial General Liability of $1,000,000 per occurrence with $2,000,000 aggregate, Business Automobile Liability of $1,000,000, and Pollution/Environmental Liability of $1,000,000 per occurrence. Performance and bid bonds are required. The County will retain 5 percent of invoiced work with 95 percent payment upon certification of completion. Final payment is contingent on annual County Commission appropriation. No Davis-Bacon Act, Buy America Act, or Federal Brooks Act compliance is required. Bidders must submit separate pricing for each park following the probable cost format, and both projects may proceed simultaneously or finish within two weeks of each other. HDR Engineering Inc. assisted with scope development and supporting documentation.
