About this opportunity
Citrus County, Florida is requesting bids for supply and delivery of off-road diesel fuel to the Citrus County Central Landfill under ITB 26-104, with bids due June 16, 2026 at 2:00 p.m. via the OpenGov portal and questions due June 5, 2026 at 4:00 p.m. No set-aside or local-vendor preference applies.
The scope is weekly delivery of approximately 1,600 gallons per week (83,200 gallons annually) of Ultra Low Sulfur #2 red-dyed diesel fuel (15ppm) to fuel dispensing tanks at 230 W. Gulf to Lake Highway, Lecanto, Florida. Deliveries must be scheduled on pre-arranged weekdays between 8:00 a.m. and 4:00 p.m., excluding holidays, with invoicing based on net gallons delivered and metered delivery tickets. The fuel must meet specified gravity, flash point, viscosity, and cetane requirements suitable for Tier 4 diesel engines.
Pricing is index-based using Oil Price Information Service (OPIS) Port of Tampa above-rack prices on the day of delivery, to which the bidder adds a fixed fee markup or discount per gallon (carried to no more than four decimal places). The fixed fee must include all labor, materials, equipment, delivery costs, overhead, and profit and remain firm for the first contract year. For evaluation, the County will use a base OPIS price of $4.2785 per gallon multiplied by 83,200 gallons. The County has appropriated approximately $288,880 based on estimated annual usage and maintains federal excise tax and state sales tax exemptions. The contract term begins September 8, 2026, for an initial three-year period with an option to renew for an additional three years contingent upon satisfactory performance and mutual agreement. Board approval is scheduled for July 28, 2026.
Bidders must maintain active Florida business registration, provide proof of $1,000,000 commercial general liability, $1,000,000 pollution liability, and workers' compensation insurance, and comply with E-Verify requirements. The successful bidder must maintain a 10,000-gallon diesel reserve during hurricane season (June 1 through November 30) and provide 24/7 emergency wet fueling capability. The County intends to award to the lowest responsive and responsible bidder and encourages successful bidders to offer cooperative purchasing (piggyback) provisions to other governmental entities at the bidder's discretion. Addendum #1 was issued June 2, 2026.
