About this file
This exhibit document outlines the pricing formula and calculation methodology for Citrus County, Florida's fuel supply contract (ITB 26-104) for off-road diesel fuel delivery to the Citrus County Central Landfill. The contract requires the successful bidder to supply approximately 1,600 gallons per week of red-dyed off-road diesel fuel delivered to the landfill facility located at 230 W. Gulf to Lake Highway in Lecanto, Florida. Deliveries must occur on pre-arranged weekdays between 8:00 a.m. and 4:00 p.m., excluding holidays, with fuel invoiced based on net gallons delivered as verified by metered delivery tickets. The County anticipates awarding the contract to the lowest responsive and responsible bidder to ensure reliable fuel supply for ongoing landfill operations.
The pricing structure utilizes a variable OPIS (Oil Price Information Services) index-based model for ultra-low sulfur diesel at the Port of Tampa terminal, to which the successful bidder adds a fixed fee markup or discount that encompasses all delivery costs from the vendor's terminal to the delivery location, overhead, administrative fees, and profit. The fixed fee markup or discount must include all packaging, transportation, unloading, and administrative costs within Citrus County. The successful bidder is required to provide a paid subscription to the Daily OPIS Index Newsletter in the County's name throughout the contract term and must submit terminal bills of lading supporting initial pricing and any subsequent pricing changes. The County reserves the right to audit all pricing records and supporting documentation for compliance. Additionally, the vendor may request written approval for temporary emergency fuel surcharges only in cases of extraordinary market disruptions with documented justification, with no retroactive application permitted without explicit County authorization.

EXHIBIT ‘A’
Sample Pricing Formula
(OPIS Index Price per Gallon) ± (Fixed Fee Markup or Discount) = *Price per Gallon
Where:
• The Index Price shall be the published price for ultra-low sulfur diesel (ULSD), as reported by Oil Price Information
Services (OPIS), for the applicable terminal (e.g., Tampa rack) unless otherwise approved by the County.
• The Fixed Fee Markup or Discount is the Vendor’s fixed fee to include any delivery cost from the Vendor’s terminal to the delivery location(s) specified, plus any overhead, administrative or handling fees, etc.
*Price per gallon before applicable Pollution Tax/Environmental Fees.
Example Calculation of PRICE per Gallon:
Pricing, for example, is fictitious and designed to show how to obtain the purchase price per gallon:
OPIS Daily Rack PRICE for Ultra-low Sulfur Diesel: $4.2785 (Taken from Daily OPIS Newsletter on the day that fuel is delivered.)
Add MARKUP (+) or Subtract Discount (-): +$0.1500 (using markup for this example)
PRICE PER GALLON: $4.4285
(before taxes)
• Unless otherwise stated, the fixed fee mark-up (+) or fixed fee discount (-) must include but not be limited to all Successful Bidder’s costs of packaging, transporting, delivery, and unloading to the designated point(s) within Citrus County as well as Successful Bidder’s profit, overhead and administrative costs, etc.
• Successful Bidder is responsible for correctly invoicing the County utilizing this contract. Taxes shall be listed as separate line items on all invoices.
• Successful Bidder must provide a paid subscription in Citrus County’s name of the Daily OPIS Index Newsletter during the full term of the contract resulting from this solicitation, showing the Daily OPIS Rack price for the Port of Tampa, Florida, for the date of delivery.
Adjustments and Documentation
All price adjustments shall be strictly tied to fluctuations in the selected OPIS index. The Successful Bidder shall apply such adjustments consistently and shall provide supporting documentation with each invoice.
The County reserves the right to audit all pricing records and support documentation to ensure compliance with the contract.
Emergency Fuel Surcharge
In the event of extraordinary market disruptions, including but not limited to natural disasters, declared states of emergency, refinery outages, or significant fuel supply interruptions, the vendor may request approval for a temporary emergency fuel surcharge. Any such request shall:
1. Be submitted in writing to the County with detailed justification.
2. Include verifiable documentation demonstrating the necessity of the surcharge (e.g., supplier notices, terminal disruptions, or transportation cost increases).
3. Clearly define the proposed surcharge amount (per gallon) and duration; and
4. Be subject to prior written approval by the County before implementation.
Under no circumstances shall an emergency fuel surcharge be applied retroactively or without explicit County authorization.
The County reserves the right to reject any surcharge request that is not adequately justified or documented.
