About this file
This technical specifications document outlines construction requirements for the Michigan Avenue Improvements project (RFQ 0033-20, Project No. 20-0015) in Fort Myers, Florida. The project encompasses replacement of aging infrastructure along the Michigan Avenue corridor from Seaboard Street to Veronica S Shoemaker Boulevard, including sanitary sewer, water mains, storm drainage conveyance systems, drainage bridge culverts, streets, and sidewalks. The specifications reference applicable divisions including general requirements, sitework, concrete, and metals work, with detailed technical guidance provided through City of Fort Myers Technical Specifications and the 2026-27 Edition of Florida Department of Transportation Standard Specifications for Road and Bridge Construction. The document establishes a comprehensive bid schedule with specific payment line items organized into categories: roadway pay items, structure pay items, signing and marking pay items, and water and sewer utility pay items, with quantities and measurements specified for each component.
Payment methodology follows unit pricing and lump sum arrangements based on the bid schedule, with measurement and payment determined per FDOT Standard Specifications for roadway, structure, and signing items. Water utility work includes pipe installation at unit prices per lineal foot for various sizes and types (6" through 20" diameter), with fittings, cut-in connections, and removal work bid separately by type and size. Sewer utility work similarly includes gravity sewer and force main pipe installation at unit prices per lineal foot by diameter and depth, utility structures such as sanitary manholes at unit prices per installation by depth range, and sewer services with cleanouts at individual unit prices. The contractor bears full responsibility for quality control testing and materials testing costs, which must be included in pay items rather than paid separately, and all temporary water meters and City water costs must be absorbed within related pay items. Incidental items not listed on the bid schedule but required for project completion will not receive separate measurement or additional payment.
