About this opportunity
Citrus County, Florida is seeking bids for ITB 25-104, an Artificial Reef Deployment project under the Florida State Expenditure Plan (FSEP) 13-3 artificial reef program. The procurement involves barging and strategically deploying 2,000 to 3,000 tons of processed concrete construction debris to Fish Haven #1, located approximately 25 miles west of Homosassa in the Gulf of America. The project aims to restore and revitalize the Gulf Economy by expanding reef acreage and supporting recreational activities, with a pre-existing U.S. Army Corps of Engineers permit (#SAJ-1999-00814) valid through April 18, 2027. Contractors will be responsible for loading pre-cut concrete bridge materials from a staging area along the Cross Florida Barge Canal, transporting them via vessel, and precisely placing materials to create habitat complexity while maintaining a minimum vertical clearance of 17 feet from mean low water. The mandatory pre-bid conference is scheduled for March 13, 2025, at 10:00 AM via Microsoft Teams, with bid submissions due on April 29, 2025, at 2:00 PM, and a public bid opening immediately following at 2:15 PM. Contractor qualifications will likely include marine construction expertise, environmental restoration capabilities, and compliance with federal and state regulations.
The project appears to be funded through the Gulf Coast Ecosystem Restoration Council's RESTORE Act Spill Impact Component, with a total budget of approximately $1,200,000. While no specific set-aside designations are explicitly mentioned, the solicitation indicates a focus on small and minority businesses, with requirements for E-Verify compliance and provisions related to disadvantaged enterprises. Contractors will need to provide comprehensive insurance coverage, including $1,000,000 in commercial general liability insurance, automobile liability, workers' compensation, and cyber insurance. The project includes payment and performance bonds, each equal to 100% of the total contract price, and imposes liquidated damages of $500 per day for project delays. Compensation will be based on a per-ton pricing model for deployment and material placement, with additional compensation for an As-Built Certification from a Florida-licensed professional engineer. The contract is expected to be substantially completed within 280 days and fully completed within 300 days after the Notice to Proceed, with board approval of selection and award targeted for June 10, 2025.
