About this file
Exhibit A is a Scope of Work document from Citrus County, Florida, detailing an artificial reef deployment project involving the addition of concrete bridge materials to the Citrus County Fish Haven #1 Artificial Reef Site. The project is permitted by the U.S. Department of Army, Corps of Engineers under Permit Number SAJ-1999-00814 and aims to deploy 2,000 to 3,000 tons of processed concrete construction debris at a depth of approximately 30 feet, located 19.2 miles southwest of the Crystal River marker 1A. The contractor will be responsible for loading pre-cut bridge materials from a staging area along the Cross Florida Barge Canal, transporting them via vessel to the reef site, and strategically placing the materials to create habitat complexity.
The payment schedule is based on the Florida Artificial Reef Materials Placement Record, which uses the barge's draft measurements before and after deployment to compute tonnage. The contractor must ensure that deployed materials maintain a minimum vertical clearance of 17 feet from mean low water, as specified in the Army Corps permit. After each deployment and verification of clearance, the contractor can submit an invoice. The project is funded through the Florida State Expenditure Plan (FSEP) 13-3 artificial reef program, with the primary goal of restoring and revitalizing the Gulf Economy by creating additional reef acreage for recreational activities. The permit for Fish Haven #1 is valid through April 18, 2027.

Exhibit A
Scope of Work Citrus County proposes to add additional reef materials, comprised of concrete bridge materials, at multiple locations at a depth of approximately 30 feet within the Citrus County Fish Haven #1 Artificial Reef Site as permitted by the U.S. Department of Army, Corps of Engineers Permit Number SAJ-1999- 00814 (see Exhibit C- Army Corps Permit SAJ-1999-00814). The permitted site is located approximately
19.2 miles to the southwest on a bearing of 246 degrees from the Crystal River marker 1A.
LOADING AND TRANSPORTATION
1. Contractor shall be responsible for loading and transporting concrete bridge material that have been pre-cut. The bridge material shall remain as-is. Further breakdown of the concrete material is prohibited (see Attachment A- Concrete Material Inventory).
2. Contractor shall load the concrete bridge material at the County’s staging area (see Attachments AA Staging Area photos), which is located along the bank of the Cross Florida Barge Canal, approximately
4.5 miles from the confluence of the Cross Florida Barge Canal and Gulf of Mexico, onto a suitable conveyance and transport to a site for loading onto a barge or other suitable vessel for transportation to the designated reef construction site (see Exhibit E Locator Map).
3. Access to the staging area is accessible by water. Should the Contractor wish to access the area by land, they would need to contact the landowner and secure their own agreement.
4. Contractor shall provide a sufficiently powered conveyance or towing vessel, personnel, and all necessary equipment to transport the material. The vessel must be properly secured in compliance with Coast Guard standards to allow for its safe transport to the reef construction site.
DEPLOYMENT AND MATERIAL PLACEMENT
1. The County will measure the barge prior to and after being loaded. During the deployment of the materials, the transport vessel must be effectively moored through double anchoring, spudded down, or otherwise held securely in place with minimal movement (+/- 50 foot) to ensure accurate placement of the concrete patch reef on the bottom. Material must be arranged to provide habitat complexity as well as provide sand bottom forage area opportunities. Individual material places should not be widely scattered. Any machinery used to move and deploy the concrete bridge material should be sufficiently powered and maneuverable so that it can be operated to ensure timely, effective, and safe off-loading of materials.
2. The tug or transport vessel shall meet all U.S. Coast Guard certification and safety requirements, be equipped with a working, accurate Global Positioning System (GPS) unit and other marine electronics including a working VHF radio. Effective and reliable communication shall exist at all times between the contractor’s transport vessel and the County at the reef site.
3. Deployment operations will only be initiated when the sea height in the operations area is no greater than two to four feet as forecast by the nearest NOAA weather office. The County or the contractor shall have the right to suspend off-loading operations if positioning and other deployment objectives, including safety of personnel and equipment, are not being met.
4. The materials shall be strategically clustered at several locations throughout the permitted site Fish Haven #1. The deployment will consist of various drops; the material is pre-cut into various lengths.
This will allow for a more sporadic design within the artificial reef. It is our intent to deploy the concrete pilings, piling bases, railroad ties, I-Beams, wedge beams, square beams, "L" beams, and railings first and then place the larger concrete bridge decking slabs pieces on top.
5. After each deployment, the Contractor shall verify that the minimum vertical clearance of seventeen feet shall be maintained at above the highest point of the reef material (in accordance with the special conditions of the US Army Corps of Engineers Permits, see Exhibit C-Army Corps Permit SAJ-1999-
00814).
6. The County shall be responsible for the temporary marking of the reef deployment location in advance of deployment of the materials in order to assist the contractor in the proper placement of the reef. The markers shall be buoys no less than 12 inches in diameter, clearly visible to the tug captain, and sufficiently anchored and with sufficient scope so that they will not drift off the designated deployment site prior to deployment. Precise GPS placement of marker buoys that do not shift position with time will also be important to ensure the reef is constructed within the permitted area.
7. The County shall remain at the reef site during the entire deployment phase and shall confirm GPS coordinates of the individual placements as well as the maximum vertical relief of the constructed reefs using a fathometer after the reef construction has been completed.
8. Both the County and the Contractor shall have on site current nautical charts of the deployment area, with the permitted site indicated on the chart. The proposed patch reef coordinates and the corner coordinates of the reef site will also be in possession of the County and the contractor when on site. The County shall also be in possession of a copy of the Army Corps permit for the area where the deployments are taking place.
9. The contractor is responsible for obtaining an As-Built Certification, signed by a registered surveyor/engineer licensed in the State of Florida. This is a requirement of “Special Condition 11” in the Army Corps permit, SAJ-1999-00814(SP-BMC) (see Exhibit C).
Payment Schedule
Tonnage will be computed using the Florida Artificial Reef Materials Placement Record and Post- Deployment Notification form, which is included in the permit, SAJ-1999-00814 (SP-BMC) Enclosure 3, (Exhibit C). This formula uses data recorded of the barge’s draft before and after deployment.
After each barge deployment, the Contractor must ensure that no material is above the threshold allowed within the permit (minimum clearance of 17 feet from the top of the deployed material relative to mean low water). Once confirmed, the contractor can submit for payment.
