About this opportunity
The State of Illinois, through the Department of Central Management Services (CMS) Bureau of Property Management (BoPM), is seeking to procure a single, commercial, off-the-shelf, cloud-based Integrated Workplace Management System (IWMS) to manage its portfolio of owned and leased real estate assets across the state. The IWMS solution must provide features such as real estate portfolio tracking, facilities management, data migration, and robust reporting capabilities. The successful offeror will assist CMS BoPM with implementation, integration, training, and ongoing support and maintenance for a 10-year contract term. Pricing must be submitted in the specified format, with separate pricing for each project phase, including design, development, testing, go-live, post-implementation support, and annual software licensing. The State has established a 5% Business Enterprise Program (BEP) goal for minority, women, and persons with disabilities participation, and offerors must provide evidence of their commitment to supplier diversity.
The procurement opportunity is open to all qualified vendors; however, the State has provided a facilitation list of BEP-certified and Veteran-Owned Small Business (VOSB) firms that specialize in IT consulting, project management, and software development services, and may be interested in subcontracting opportunities. The State has indicated that any work performed outside the United States would be considered a breach of contract. Funding sources and amounts have not been specified, but the State expects the IWMS to be a long-term solution for managing its extensive facilities and related assets, which include approximately 320 owned buildings and 350 leased facilities across Illinois.
