About this opportunity

Pinellas County is seeking a contractor for Invitation to Bid #23-0670-ITB to provide installation and maintenance services for marine pilings, Florida Uniform Waterway Markers, and navigational buoys within county waters. The solicitation requires a qualified contractor to remove old pilings, install new pilings, and place regulatory and large navigation buoys across three geographic zones: North County, Central County, and South County, covering areas from Anclote River to Egmont Channel. Contractors must possess a valid Class A General Contractor's license or marine contractor's license and demonstrate capability to perform marine infrastructure maintenance services. The contract will run for 24 months with potential for two 24-month extensions, with unit pricing potentially adjustable annually based on the Consumer Price Index, not to exceed 7%. Key solicitation dates include questions due by May 3, 2023, and proposals due by May 23, 2023, at 3:00 pm. Pricing proposals include unit costs for marine pilings (35-foot and 30-foot CCA Marine Salt-Treated), buoy installations, sign hardware assemblies, and emergency response services.

The procurement appears to have no specific set-aside designations for disadvantaged enterprises, though contractors must comply with E-Verify requirements and provide necessary insurance coverage. The total unspecified services budget is capped at $15,000 for the 24-month term, with the contract to be awarded to the lowest responsive and responsible bidder. The solicitation documents, including FEMA Grant Forms, indicate potential federal grant funding, which introduces additional compliance requirements around equal employment opportunity, wage standards, environmental regulations, and procurement guidelines. Contractors must be prepared to adhere to strict federal contract provisions, including detailed reporting requirements and potential oversight from federal agencies. The scope of work allows for flexible, as-needed marine infrastructure maintenance, potentially including emergency responses such as post-storm event repairs. Successful contractors will need to demonstrate technical capability to work across all regulatory zones within Pinellas County and provide references validating their marine infrastructure maintenance expertise.
