About this opportunity
The City of Austin, Texas is issuing Invitation for Bid 5000 RBB1011 to procure industrial gases and cylinders to support City operations across multiple departments and facilities. The solicitation seeks a qualified contractor to furnish, deliver, and manage a comprehensive range of industrial gases including hydrogen, argon, carbon dioxide, helium, nitrogen, oxygen, and other specialty gases meeting ASME, CGA, EPA, TCEQ, and OSHA regulatory standards. Deliveries are required to multiple City of Austin facilities including Austin Energy locations, Austin Fire Department stations, Austin Water treatment plants, Austin Police Department forensic facilities, Austin Transportation and Public Works operations, and Fleet Mobility Services centers, with standard delivery within seven calendar days and urgent delivery within twenty-four hours. The contractor must provide all labor, materials, equipment, supervision, and transportation necessary for supply and delivery, including cylinder accessories such as regulators and protective caps, and must comply with comprehensive insurance requirements including workers' compensation, general liability, automobile liability, and umbrella coverage with minimum limits ranging from $500,000 to $5,000,000. A non-mandatory pre-offer meeting is scheduled for April 7, 2026, at 10:00 AM CT via Microsoft Teams; written questions are due April 14, 2026, at 5:00 PM CT; and sealed bids must be submitted by April 30, 2026, at 2:00 PM CT through the City's Austin Finance Online system with offers opening at 3:00 PM CT. The initial contract term is twenty-four months with options for up to three additional twelve-month renewal periods at the City's sole discretion, with pricing fixed on a unit price basis for the first twelve months and price adjustments thereafter based on documented Producer Price Index changes.
The solicitation does not include Minority-Owned and Women-Owned Business Enterprise subcontracting goals; however, small business and local business preferences apply with a five percent discount for bids up to $500,000 and three percent for bids between $500,000 and $50 million. Offerors must comply with Austin City Code Chapter 4-22 wage theft requirements, including certification that they have not been adjudicated for wage theft-related offenses within five years and completion of wage theft training within thirty days of contract execution. All contractors must maintain comprehensive insurance with minimum limits specified in the solicitation documents, including naming the City of Austin as additional insured on applicable policies, and subcontractors must maintain equivalent coverage. The City reserves the right to award a single contract based on overall low cost or multiple awards by category or line item based on criteria deemed most advantageous, and no incumbent contractor information is specified in the solicitation. All pricing must be all-inclusive of administrative fees, overhead, per-diem, and transportation costs to the Austin area with no separate charges permitted, and offerors must submit pricing using the provided Excel template without alterations, with unit prices limited to four decimal places. While specific budget or award values are not disclosed in the solicitation documents, the estimated annual quantities across multiple categories range from 1 unit to 5,945 units with approximately 34 distinct line items for gases and related services, with Category 2 estimated at approximately 10 percent additional contract costs beyond base line items.
