About this file
This is Solicitation Addendum No. 3, issued by the City of Austin, Texas on April 27, 2026, for Invitation for Bid (IFB) 5000 RBB1011 to procure industrial gases and cylinders for municipal operations. The solicitation seeks qualified contractors to furnish, deliver, and manage a comprehensive range of industrial gases including hydrogen, argon, carbon dioxide, helium, nitrogen, oxygen, and specialty gases to multiple City facilities including Austin Energy locations, Austin Fire Department stations, Austin Water treatment plants, Austin Police Department forensic facilities, and Austin Transportation and Public Works operations. The contract specifies standard delivery within seven calendar days and urgent delivery within twenty-four hours. A non-mandatory pre-offer meeting was held on April 7, 2026, with written questions due April 14, 2026, at 5:00 PM CT and sealed bids due April 30, 2026, at 2:00 PM CT through the City's Austin Finance Online system. The initial contract term is twenty-four months with options for up to three additional twelve-month renewal periods at the City's sole discretion.
This addendum addresses two vendor inquiries regarding CO2 vessel specifications and exceptions to the City's Terms and Conditions. The City clarified that it does not maintain detailed records of specific CO2 tank sizes or technical specifications, and that vessel ownership and vendor supply requirements are not relevant to the solicitation's primary objective of ensuring reliable bulk CO2 delivery. The addendum reinforces that vendors must not take exceptions to any portions of the solicitation, as doing so will result in automatic rejection of the offer. Offerors must return one signed copy of this addendum with their response prior to the solicitation closing date, with failure to do so potentially constituting grounds for offer rejection.

Questions Answers to Questions
Could the size of the current CO2 vessels be provided, if the city owns the vessels and if the vendor will need to supply vessels?
At this time, the City does not maintain, nor does it warrant the accuracy of, detailed records concerning the specific sizes or technical specifications of CO₂ tanks/vessels at individual locations, as such specifications may change over the course of the contract term. Ownership of vessels and whether vendors are required to supply them are not relevant to this Invitation for Bid (IFB). The primary objective of this solicitation is to ensure the reliable delivery of bulk CO₂ to meet the City’s operational requirements, regardless of vessel ownership or configuration.
What mechanism is preferred for vendors to request exceptions to the City’s Terms and Conditions?
Vendors are directed to Section 4.3 of the City’s Terms and Conditions regarding exceptions.
4.3. Exceptions
Offerors taking exceptions to any portions of the Solicitation in their Offer will cause the city to reject the Offer entirely.
2.0 ALL OTHER TERMS AND CONDITIONS REMAIN THE SAME.
