About this file

This is a bid sheet template document for the City of Austin, Texas Invitation for Bid 5000 RBB1011, prepared by Procurement Specialist Ryan Braziel. The solicitation procures industrial gases and cylinders, including oxygen, nitrogen, helium, argon, acetylene, hydrogen, carbon dioxide, sulfur hexafluoride, and zero air in various cylinder and tank sizes, along with liquid gas dewar rentals and bulk gas delivery services. The bid sheet includes 34 line items across Category 1 (Industrial Gases in Cylinder/Tanks) with estimated annual quantities ranging from 1 to 5,945 units, depending on the item type. A non-mandatory pre-offer meeting is scheduled for April 7, 2026, at 10:00 AM CT; written questions are due April 14, 2026, at 5:00 PM CT; and sealed bids must be submitted by April 30, 2026, at 2:00 PM CT. The initial contract term is twenty-four months with options for up to three additional twelve-month renewal periods at the City's sole discretion. The contract may be awarded as a single contract based on overall low cost or multiple awards by individual category or line item based on criteria deemed most advantageous to the City.

All pricing must be all-inclusive of administrative fees, overhead, per diem, and transportation costs to deliver items to the Austin, Texas area, with no separate charges permitted for shipping, fuel surcharges, mileage, or stop fees. Unit prices are limited to four decimal places, and offerors must submit pricing using the provided Excel template without alterations, with a "no bid" response potentially resulting in disqualification. Category 2 allows for additional products not specified in Category 1 with an estimated cost of 10 percent beyond base line items, requiring a maximum percentage markup to costs. Category 3 addresses non-specified products with fixed discounts from or markups to manufacturer price lists for informational purposes only, with no guarantee of purchase. The solicitation does not specify budget or award values but indicates that pricing adjustments after the first twelve months will be based on documented Producer Price Index changes. Small business and local business preferences apply with a five percent discount for bids up to $500,000 and three percent for bids between $500,000 and $50 million.
