About this file
This is Solicitation Addendum No. 2 to Invitation for Bid 5000 RBB1011 issued by the City of Austin, Texas through Austin Financial Services - Central Procurement on April 23, 2026. The addendum clarifies requirements for bulk carbon dioxide (CO2) deliveries to support Austin Energy operations at two locations. The solicitation seeks a qualified contractor to supply industrial gases and cylinders to multiple City of Austin facilities including Austin Energy plants, Austin Fire Department stations, Austin Water treatment plants, Austin Police Department forensic facilities, and other municipal operations. The estimated annual requirement for CO2 is 44,000 pounds combined across both Austin Energy locations, with a minimum order quantity of 1,000 pounds per delivery. The non-mandatory pre-offer meeting was scheduled for April 7, 2026, at 10:00 AM CT via Microsoft Teams; written questions were due April 14, 2026, at 5:00 PM CT; and sealed bids were due April 30, 2026, at 2:00 PM CT. The initial contract term is twenty-four months with options for up to three additional twelve-month renewal periods at the City's sole discretion. Standard delivery is required within seven calendar days, with urgent delivery available within twenty-four hours.
Pricing must be submitted on an all-inclusive, fixed unit price basis for the first twelve months, with price adjustments thereafter based on documented Producer Price Index changes and no separate charges permitted for administrative fees, overhead, per diem, or transportation. The City applies small business and local business preferences offering a five percent discount for bids up to $500,000 and three percent for bids between $500,000 and $50 million. The solicitation includes no Minority-Owned and Women-Owned Business Enterprise subcontracting goals and does not identify an incumbent contractor. Offerors must comply with Austin City Code Chapter 4-22 wage theft requirements and maintain comprehensive insurance coverage with minimum limits ranging from $500,000 to $5,000,000, naming the City of Austin as additional insured. The City reserves the right to award a single contract or multiple awards by category or line item based on criteria deemed most advantageous. Offerors must acknowledge receipt of this addendum by returning one signed copy with their response prior to the solicitation closing date; failure to do so may constitute grounds for rejection of the offer.

Questions Answers to Questions
The price sheet for Austin Energy line 35 estimated 44,000lbs annually and the Q&A addendum says there are two locations. Will it be 44,000lbs between the two locations (~22,000lbs/year at each location) or 44,000lbs at EACH location?
To clarify, the estimated quantity of 44,000 lbs. is the combined annual total between the two locations, not 44,000 lbs. at each location. Actual usage may vary, and it is not assumed that quantities will be evenly distributed between the two sites.
As noted in the price sheets, these figures are estimates only and are not guaranteed. Actual purchases may be higher or lower, as order quantities will be determined by the City on an as-needed basis, based on historical and anticipated usage.
What are the size/specs of the CO2 tanks at each location?
At this time, the City does not maintain, nor does it warrant the accuracy of, detailed records concerning the specific sizes or technical specifications of CO₂ tanks at individual locations, as such specifications may change over the course of the contract term. Furthermore, this information is not material to this solicitation. The scope of this Invitation for Bid (IFB) is limited to the provision of bulk CO₂ deliveries in accordance with the requirements set forth in the solicitation documents and applicable industry standards.
