About this opportunity

The City of Tucson's Business Services Department, Shared Services Procurement Division, is soliciting quotes for HVAC Systems Cleaning Services through Request for Quote (RFQ) No. 250017. The procurement seeks qualified firms to establish a Service Agreement for comprehensive HVAC system cleaning, which encompasses a detailed inspection, thorough cleaning, and potential antimicrobial treatment of heating, ventilation, and air conditioning systems across municipal facilities. The scope of work includes cleaning all interior surfaces of air distribution systems, including return air grilles, air handling units, mixing boxes, condensate drain pans, supply air ducts, fans, fan housings, diffusers, and other related components. Contractors must provide fully trained personnel and demonstrate expertise in HVAC system maintenance. The project was released on March 7, 2025, with questions due by March 14, 2025, and proposals due by March 28, 2025, at 2:00 PM. The initial contract term is one year, with the potential for up to four additional one-year renewal periods. Evaluation will likely focus on technical capability, proposed cleaning methodologies, personnel qualifications, and hourly rate structures for standard business hours and after-hours work.

The solicitation does not explicitly mention set-aside designations for disadvantaged businesses, but contractors must meet specific requirements including maintaining appropriate insurance coverage, complying with local labor standards, and conducting background checks on personnel. The total contract value is not to exceed $100,000, with payments processed on an hourly rate basis for on-call services. Contractors will be required to provide separate pricing for standard business hours (Monday-Friday, 8:00 AM - 5:00 PM) and after-hours, weekend, and holiday work. Insurance requirements include commercial general liability, automobile liability, workers' compensation, and professional liability coverage with specified minimum coverage amounts. The City will require site-specific project proposals and pricing for each individual service request, allowing for flexible and targeted HVAC system maintenance across municipal facilities. Successful contractors must demonstrate compliance with federal immigration laws, wage requirements, and provide comprehensive documentation of their cleaning methods and employee qualifications.
