About this opportunity

The City of St. Petersburg is requesting bids for HVAC preventative maintenance, repairs, and replacements across three municipal buildings (City Hall, City Hall Annex/The Greenhouse, and the Municipal Services Center) under IFB-26-262, with responses due August 6, 2026 at 3:00 p.m. and questions due July 21, 2026. A Business Enterprise (SBE, MBE, WBE) participation requirement applies; bidders who do not meet the stated goal must complete a Good Faith Efforts form documenting outreach to certified Business Enterprise vendors.

The scope includes all labor, materials, OEM replacement parts, supervision, tools, equipment, and 24/7/365 emergency response (technicians on-site within two hours) for three years, with two optional one-year renewals. The vendor must hold a Florida Class A Air-Conditioning Contractor License, demonstrate a minimum of five years' commercial HVAC experience, and maintain at least two technicians within a twenty-mile radius of City Hall. Specific deliverables include a pre-existing conditions survey within fourteen calendar days of execution and an approved service schedule within thirty days. The maintenance scope encompasses chillers, cooling towers, compressors, condensers, boilers, air handlers, heating and chilled water supply lines, and associated equipment, with coil and air handler cleaning required within two consecutive months annually beginning in January and performed during specified evening and weekend hours to minimize operational disruption. Water treatment is mandatory at City Hall and the Municipal Services Center per Appendix E specifications. Chiller Services Provider maintenance is coordinated through one of four pre-approved vendors (Johnson Controls, Daikin Applied Americas, Trane U.S., or ConServ Building Services) for two YORK centrifugal chillers at MSC and two TRANE screw chillers at City Hall, with three new TRANE scroll chillers expected to replace City Hall equipment in 2026 under a 10-year parts and labor warranty.

Evaluation is based on the lowest responsive, responsible sum of seven primary line items covering monthly Operation and Maintenance, water treatment, and Chiller Services Provider maintenance across all locations, with pricing firm for twelve months. The vendor must provide a bid bond equal to 5% of the total bid price and, upon award, a performance and payment bond. Insurance requirements include $2,000,000 per occurrence / $3,000,000 aggregate commercial general liability, $1,000,000 combined single limit commercial automobile liability, and Florida workers' compensation. No specific contract value is identified in the solicitation. Site visits may be coordinated with the City Project Manager but are not formally scheduled.
