About this file
This HVAC Preventative Maintenance Checklist is a supporting document for IFB-26-262 issued by the City of St. Petersburg, Florida, for the provision of preventative maintenance, repairs, and replacement services for HVAC systems across multiple municipal buildings. The scope of work encompasses comprehensive maintenance of chillers, cooling towers, compressors, condensers, boilers, air handlers, heating and chilled water supply lines, exhaust fans, pump motors, and associated equipment at all City locations. The contractor must perform maintenance on a consistent, scheduled basis to ensure proper operation of all covered systems, with specific requirements for coil and air handler cleaning to be completed within two consecutive months annually beginning in January. Maintenance activities requiring blower section removal and interior washing must occur during designated evening and weekend hours (Monday-Friday 5:00 PM to 11:00 PM, Saturday 7:00 AM to 7:00 PM) to minimize disruption to City operations. The document establishes distinct maintenance protocols for specific buildings, including City Hall, the Municipal Services Center, and City Hall Annex (The Greenhouse), with tailored monthly, semi-annual, and annual service requirements for each facility type.
The maintenance checklist establishes detailed operational and maintenance standards aligned with Manufacturer's Recommended Service (MRS) guidelines, including oil changes, bearing lubrication, equipment inspection, control cleaning and adjustment, and belt replacement. The contractor is responsible for furnishing and maintaining necessary chemicals to preserve water quality and prevent corrosion in condenser and chilled water systems, as well as performing coil and heat exchanger cleaning with contractor-supplied, City-approved cleaning agents. Major repairs or failures involving piping larger than one inch due to age, corrosion, or deterioration are explicitly excluded from the contractor's scope and remain the City's responsibility. The contractor must ensure all peripheral damage to City structures is restored to "as new" condition and all materials and debris are removed upon completion of work. Specialized maintenance requirements include annual compressor oil analysis for Trane air-cooled rotary chillers, semi-annual vibration analysis for cooling towers with laboratory reports submitted to the City Project Manager, and specific protocols for equipment-specific maintenance such as RBI boiler monthly inspections and annual heat exchanger cleaning.

• Inspect and clean condenser tubes, evaporator coils, fan-coils, fan wheels, and scrolls annually at minimum.
• Check and clean all exhaust fans annually.
Coil and Air Handler Cleaning
• Clean evaporator coils, blower wheels, and interior of units annually on all coils and air handlers. Use neutral pH evaporator coil cleaner. Stronger coil cleaner may be used on trouble areas. Rinse coils with water after application. Coil cleaners to be approved by City Project Manager; MSDS to be provided by Contractor before use.
• Blower sections must be removed and washed outside of the building. This work must be completed on nights and weekends: Monday through Friday 5:00 PM to 11:00 PM, Saturday 7:00 AM to 7:00 PM. No Sundays.
• Contractor shall staff appropriately to clean all units within a two consecutive month period and maintain the same schedule throughout the life of the Agreement. This project is to start in January of each year.
• Clean City Hall chiller condenser coils a minimum of two times per year, before and after each cooling season.
(Applies to new chillers to be installed in 2026. See Appendix D and E for York chiller tasks at MSC.) Clean all other condenser coils annually or more frequently if required.
• Vacuum and treat all condensate pans to prevent scale, sludge, and other accumulations.
Work Area Conduct
• All peripheral damage to City structures such as ceilings, walls, etc. in the work area must be returned to an ‘as new’ condition.
• Remove all materials or debris from the cleaning process upon completion of work.
• Cooling fans are not to be damaged during cleaning or maintenance activities.
