About this opportunity

The Orange County Transportation Authority (OCTA) is requesting bids on heating, ventilation and air conditioning (HVAC) duct cleaning maintenance, service and repairs across multiple facilities under IFB 250200, with bids due March 12, 2026 at 11:00 a.m. and a pre-bid job walk at Irvine Sand Canyon Operations on February 26, 2026 at 8:00 a.m. This is a prevailing wage contract subject to Davis-Bacon Act and California Labor Code Section 1770 requirements; a DBE goal applies, though the specific percentage is not yet established by OCTA.

Bidders must hold a valid California State Contractor's License Class C-20 for warm air heating, ventilation and air conditioning and current Public Works Contractor Registration with the California Department of Industrial Relations. The scope encompasses duct cleaning, filter replacement, system inspections, preventive maintenance, and emergency repairs at nine primary OCTA facilities in Anaheim, Garden Grove, Irvine, Santa Ana, and the OC Streetcar Maintenance & Storage Facility, with potential service calls at park-and-ride facilities and transportation centers. Work is performed on an as-needed, time-and-materials basis primarily after hours (3:00 p.m. to 5:00 a.m.) to minimize operational disruption. For each task, the contractor must conduct a job walk with OCTA and submit a project-specific estimate for approval before commencing work. All materials must comply with volatile organic compound content requirements established by the South Coast Air Quality Management District.

The estimated contract value is $300,000 for an initial three-year term, with an optional two-year extension. Pricing must be firm-fixed, fully burdened, and remain firm for 120 calendar days following bid close. The contractor must maintain general liability insurance ($1,000,000 per occurrence / $2,000,000 aggregate), automobile liability ($1,000,000 combined single limit), and workers' compensation per California statute; all policies must name OCTA as additional insured and be issued by carriers rated A- or better by A.M. Best. The contractor is responsible for all damages and must warrant all work for one year. Award will be made to the lowest responsive and responsible bidder. Written questions are due March 2, 2026 by 5:00 p.m.
