About this opportunity
Pinal County is issuing a Statement of Qualifications (SOQ) soliciting General Services Agreement (GSA) contracts with qualified consultants to provide airport design and construction management services for two county-sponsored airports: Pinal County Airpark (MZJ) in Marana and San Manuel Ray Blair Airport (E77) in San Manuel. The scope of work encompasses preliminary phase activities including project requirements definition and NEPA documentation; design phase services including plans, specifications, and cost estimates; construction phase services including bid assistance, onsite inspection, change order negotiation, and Davis-Bacon wage report preparation; and special services such as soils investigations, environmental studies, and airport layout plan updates. Anticipated projects identified on the five-year Airport Capital Improvement Plan include taxiway lighting, drainage improvements, runway/taxiway rehabilitation, parking facilities, fencing, and navigational aids at both locations. The County anticipates awarding up to two consultants, with an initial contract term from May 27, 2026, through May 26, 2027, followed by four optional one-year renewal periods. Consultants must demonstrate capacity, capability, related project experience, key personnel qualifications, and project management capabilities, which will be evaluated on a 100-point scale across three categories: Capacity/Capability (25 points), Experience and Qualifications (50 points), and Method of Approach (25 points). Questions regarding the solicitation must be submitted electronically through the Bonfire Purchasing System by March 30, 2026, at 3:00 PM MST, with responses due by April 15, 2026, at 2:00 PM MST and public opening via Google Meet scheduled for April 15 at 2:05 PM.
All consultants must comply with federal requirements including FAA contract provisions, disadvantaged business enterprise (DBE) regulations, prevailing wage requirements, and civil rights compliance. Consultants are required to maintain professional liability insurance of $1,000,000 per claim and $1,000,000 aggregate, commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, and workers' compensation insurance per Arizona statute. A local office preference exists for consultants maintaining an office within 150 miles of Pinal County, though this is not mandatory. Responses are limited to 12 pages maximum excluding required exhibits, with key staff resumes not to exceed two pages each. The County will fund eligible projects through FAA Airport Improvement Program grants and ADOT funding, while non-eligible projects will be fully funded by Pinal County; however, specific budget ranges or award values are not specified in this qualifications-based solicitation, as compensation will be determined through individual project proposals submitted prior to work initiation.
