About this opportunity
The Clark County School District in Nevada is conducting a Request for Proposal (RFP 27002JBD) for the adoption of Geoscience and Honors Geoscience textbooks and related instructional materials for high school students. This procurement seeks comprehensive textbook solutions aligned with Next Generation Science Standards (NGSS) that integrate science and engineering practices with core concepts in Earth and space science, covering topics including Space Systems, History of Earth, Earth's Systems, Weather and Climate, Human Sustainability, and Engineering Design. Respondents must submit ten copies each of student and teacher editions plus digital versions, with samples due by May 28, 2026, at 1:00 PM Pacific Standard Time. The course is designated as honors-level with accelerated instructional pacing and increased content depth, fulfilling one science credit required for high school graduation while qualifying as a laboratory science for college entrance and potentially counting toward College and Career Ready Flex Credit requirements. Digital materials must support the District's technology infrastructure, including single sign-on through Clever, Canvas learning management system integration, and roster compatibility with Infinite Campus, and publishers must provide NIMAS files to NIMAC for students with disabilities. Evaluation criteria include vendor qualifications regarding training and professional development offerings, staff support availability with references from other large urban districts or states, alignment with Smarter Balanced Assessment system targets, availability of modified versions for students with moderate to severe cognitive disabilities and Spanish-language versions for dual-language programs, and certification that quoted prices represent the lowest prices charged for the same materials and services anywhere in the continental United States. Questions regarding the RFP must be submitted by May 8, 2026, with answers provided by May 15, 2026, and supplier selection and recommendation to the Nevada State Department of Education is anticipated by July 30, 2026, with award notification expected in the summer of 2026.
Respondents must comply with comprehensive federal, state, and local compliance requirements, including submission of a Supplier Application/Update Form (PUR-F0001), Federal 2 CFR 200 Certifications Form, Form W-9, Public Disclosure Form addressing conflicts of interest, Student Data Usage Questionnaire, and Data Share Amendment certifications addressing student privacy protections under FERPA, the Protection of Pupil Rights Amendment, and Nevada Revised Statutes Chapter 388.272. The District does not identify specific set-asides for disadvantaged enterprises; however, the Supplier Application Form requires disclosure of minority-owned business enterprise (MBE), physically challenged-owned (PBE), veteran-owned (VBE), and women-owned business enterprise (WBE) designations with third-party agency certification documentation. The resulting contract will be a seven-year adoption agreement running from July 1, 2026, through June 30, 2033, with pricing and availability guaranteed throughout the term, delivery required within 30 calendar days of purchase order receipt on a FOB Destination basis to Mountain State Schoolbook Depository, and a standardized teacher-to-student material ratio of one teacher's edition per 25 student textbooks. Pricing must be submitted on the District's Textbook Master Price Agreement (TPA) form and must include all shipping charges, with all publisher materials requiring agreement that no click-to-accept agreements will override the written TPA contract terms and acknowledgment that the District may share the executed agreement with all Nevada school districts. After the fourth year of the seven-year adoption, publishers may request a one-time price increase for the remaining three years, subject to District negotiation and amendment, and the District reserves the right to terminate without penalty for sufficient cause, including curriculum revisions, funding constraints, or diversity concerns, provided 30 days' written notice and opportunity to cure performance failures. The District has not disclosed specific award values or budget ranges in the available procurement documentation.
