About this opportunity
The New York State Department of Transportation is requesting proposals and bids for genuine OEM parts and factory-reconditioned parts for Mack trucks, John Deere equipment, and hydraulic supplies under IFB BA26-013, with bids due August 19, 2026 at 11:00 a.m. EST.
The contract is structured in three lots across ten geographic regions within New York State. Lot 2 covers Mack truck parts (eligible models: CTP713, CV712, CV713, GU712, GU713, GU813, LEU613); Lot 6 addresses John Deere equipment parts (over 100 tractor, loader, backhoe, and utility-vehicle models); and Lot 3 encompasses hydraulic parts from multiple aftermarket manufacturers. Bidders may respond to one or more lots and regions. All parts must be either standard new genuine OEM or factory reconditioned to new manufacturer specifications. Normal delivery for stocked items must occur within three to four business days; non-stocked items within fifteen to twenty business days; next-day delivery must be available upon request. All deliveries are F.O.B. destination with freight prepaid by the contractor.
Bidders must be established manufacturers or their authorized dealers, distributors, or resellers with at least two years of continuous business experience and must register with the New York State Vendor File. Pricing for Lots 2 and 6 is determined by percentage discount applied to manufacturer's nationally published price lists (July 2026 Mack National Fleet Price List and John Deere 2026 MSRP, respectively); Lot 3 uses the bidder's published MSRP less stated percentage discount. Discounts must remain firm for the five-year contract term, though price-list revisions are permitted twice per contract year. Award for Lots 2 and 6 is based on highest discount offered; Lot 3 awards to the lowest responsive and responsible bidder by grand total bid amount.
The contract runs approximately two years and eight months beginning September 1, 2026 (or upon Office of State Comptroller approval) through May 11, 2029, with two optional one-year extensions not to exceed five years aggregate. Bidders must comply with workers' compensation insurance, disability benefits insurance, and commercial general liability insurance of at least $1 million per occurrence. Mandatory certifications include Procurement Lobbying Act, Executive Orders 16 and 177, Manufacturer Certification Form, New York sales and use tax forms (contracts exceeding $100,000), prevailing wage compliance where applicable, and non-collusion attestations. Electronic bid submission to ElectronicBidSubmission@dot.ny.gov with subject line containing IFB number and bidder company name. Inquiries and bid-package requests to Purch-Assist@dot.ny.gov or (518) 457-4401, referencing "BA26-013" in subject line.
