About this file

This is a Bid Proposal document related to an Invitation for Bid (IFB BA26-013) issued by the New York State Department of Transportation for genuine OEM parts and factory-reconditioned components for Mack trucks, John Deere equipment, and hydraulic supplies. The solicitation encompasses three lots distributed across ten geographic regions within New York State: Lot 2 covers Mack truck parts for seven eligible models (CTP713, CV712, CV713, GU712, GU713, GU813, LEU613); Lot 6 addresses John Deere equipment parts for over 100 tractor, loader, backhoe, and utility-vehicle models; and Lot 3 encompasses hydraulic parts from multiple aftermarket manufacturers. Bidders may respond to one or more lots and regions. All parts must meet new manufacturer specifications, with normal delivery for stocked items within three to four business days and non-stocked items within fifteen to twenty business days; next-day delivery is available upon request. Bids are due August 19, 2026 at 11:00 a.m. EST with electronic submission to ElectronicBidSubmission@dot.ny.gov. The contract term runs approximately two years and eight months from September 1, 2026 through May 11, 2029, with two optional one-year extensions not to exceed five years aggregate.

Pricing for Lots 2 and 6 is structured as percentage discounts applied to manufacturer's nationally published price lists (July 2026 Mack National Fleet Price List and John Deere 2026 MSRP); Lot 3 utilizes the bidder's published MSRP less stated percentage discount. Discounts must remain firm throughout the five-year contract term, though price-list revisions are permitted twice annually. Award for Lots 2 and 6 is determined by the highest discount offered, while Lot 3 awards to the lowest responsive and responsible bidder by grand total bid amount. All deliveries are F.O.B. destination with freight prepaid by the contractor. Bidders must be established manufacturers or their authorized dealers, distributors, or resellers with at least two years of continuous business experience and must register with the New York State Vendor File. Mandatory requirements include workers' compensation and disability benefits insurance, commercial general liability insurance of at least $1 million per occurrence, Procurement Lobbying Act certification, Executive Orders 16 and 177 compliance, Manufacturer Certification Form submission, and prevailing wage compliance where applicable. Electronic inquiries and bid-package requests should be directed to Purch-Assist@dot.ny.gov or (518) 457-4401 with reference to "BA26-013" in the subject line.
