About this file
This is an Invitation for Bid (IFB) Amendment 1 issued by the New York State Department of Transportation (NYSDOT) for genuine OEM and factory-reconditioned parts across three product categories: Mack truck parts, John Deere equipment parts, and hydraulic supplies. The solicitation is structured in three lots across ten geographic regions within New York State, with bidders permitted to respond to one or more lots and regions. Lot 2 covers Mack truck parts for eligible models including CTP713, CV712, CV713, GU712, GU713, GU813, and LEU613; Lot 6 addresses John Deere equipment parts spanning over 100 tractor, loader, backhoe, and utility-vehicle models; and Lot 3 encompasses hydraulic parts from multiple aftermarket manufacturers. All parts must be either standard new genuine OEM or factory reconditioned to new manufacturer specifications. Normal delivery for stocked items must occur within three to four business days, with non-stocked items within fifteen to twenty business days, and next-day delivery must be available upon request. Electronic bids are due August 19, 2026 at 11:00 a.m. EST. The contract term runs approximately two years and eight months, commencing September 1, 2026 (or upon Office of State Comptroller approval) through May 11, 2029, with two optional one-year extensions not to exceed five years aggregate.
Pricing for Lots 2 and 6 is determined by percentage discount applied to manufacturer's nationally published price lists (July 2026 Mack National Fleet Price List and John Deere 2026 MSRP, respectively), while Lot 3 uses the bidder's published MSRP less stated percentage discount. All discounts must remain firm for the five-year contract term, though price-list revisions are permitted twice per contract year. Award for Lots 2 and 6 is based on highest discount offered; Lot 3 awards to the lowest responsive and responsible bidder by grand total bid amount. Bidders must be established manufacturers or their authorized dealers, distributors, or resellers with at least two years of continuous business experience and must register with the New York State Vendor File. All deliveries are F.O.B. destination with freight prepaid by the contractor. Bidders must comply with workers' compensation insurance, disability benefits insurance, and commercial general liability insurance of at least $1 million per occurrence. Mandatory certifications include Procurement Lobbying Act compliance, Executive Orders 16 and 177, Manufacturer Certification Form, New York sales and use tax forms (for contracts exceeding $100,000), prevailing wage compliance where applicable, and non-collusion attestations. Electronic bid submission must be directed to ElectronicBidSubmission@dot.ny.gov with subject line containing the IFB number and bidder company name.
