About this opportunity

The Illinois Department of Revenue is soliciting bids for a five-year travel credit card service contract (Solicitation 28-492DOR-DIREE-B-53523) with proposals due September 2, 2026, and a contract term running July 1, 2027 through June 30, 2032. Award will be made to the lowest priced responsive and responsible bidder. Illinois procurement preferences are available to eligible bidders, including resident bidder preference, small business preference, disabled veterans preference, and Illinois business preference; bidders may claim applicable preferences with supporting documentation.

The vendor must be an accredited financial institution capable of issuing brand-name charge cards (Visa, Mastercard, or equivalent) worldwide for official travel and lodging expenses only, with no cash advances, retail purchases, or restricted merchandise. The vendor must establish accounts tied to the Department's credit rather than individual employee credit, provide up to ten sub-accounts, deliver detailed monthly billing statements by transaction, maintain a fraud prevention department with commercially reasonable mitigation procedures, provide immediate card cancellation capability, and furnish telephone and email support. Electronic access to account activity for the Department's designated Agency Coordinator is mandatory. The vendor must provide references of similar accounts and monthly and annual reporting capabilities.

The anticipated annual charge card volume is approximately $450,000. Pricing is firm with revenues expected to derive primarily from card contractor commissions at no cost to the State. The vendor must maintain comprehensive insurance including $1 million general commercial liability per occurrence with $2 million annual aggregate, $1 million auto liability, and workers' compensation as required by law. All delivery costs for credit cards are the vendor's responsibility.

Bids must remain firm for 180 days from opening. Questions are due ten business days before bid opening. No pre-bid conference will be held. Submissions must include vendor disclosure documentation (either standard Forms A or IPG Active Registered Vendor Disclosure forms depending on registration status), an Offer to the State, and applicable utilization plans. No bid bond or performance bond is required. All procurement information and updates are posted exclusively on BidBuy.
