About this opportunity

Bulloch County Board of Commissioners is requesting sealed bids from GDOT Prequalified Contractors for the Cypress Lake Road Bridge Replacement Project (FY27-ENGCP-003-2), with bids due July 17, 2026 at 2:00 PM EDT. Respondents must hold current active approval as a GDOT Prequalified Contractor in Work Class 500 Concrete Structures as listed in GDOT's Directory of Prequalified Contractors as of the bid submission deadline.

The project involves demolition and removal of an existing damaged bridge structure at the Dry Branch Creek crossing on Cypress Lake Road (approximately 1,500 feet east of Country Club Road, near Latitude 32.393779, Longitude -81.856229) and construction of a new bridge with three spans of 42-foot 8-inch prestressed concrete cored slab beams. The scope encompasses embankment and subgrade construction, graded aggregate base, full-depth asphalt pavement, approach slabs, W-beam and T-beam guardrail installation totaling approximately 1,200 linear feet, drainage improvements including riprap aprons, erosion and sediment control, water quality monitoring, signing, marking, and permanent grassing and stabilization. The roadway extends 0.227 miles with 12-foot travel lanes, 2-foot paved shoulders, a design speed of 55 mph, and projected traffic of 3,626 annual daily traffic in 2026 and 4,007 in 2046 (8% truck traffic).

The bridge foundation design utilizes metal shell piles (18-inch diameter at end bents, 24-inch at intermediate bents) with dynamic pile analyzer testing at three locations, epoxy coating for corrosion protection, and Class AAA prestressed concrete (6,500 psi). The substructure responds to AASHTO Site Class D conditions with groundwater at approximately 9 feet below existing surface.

The project requires a U.S. Army Corps of Engineers Regional General Permit (RGP 32, valid through October 5, 2028), impacts 0.297 acre of wetlands and 0.0004 acre of open waters, and mandates purchase of 1.52 legacy wetland credits from the Yam Grandy Wetland and Stream Mitigation Bank. Contractors must coordinate with existing electrical, telecommunications, and gas infrastructure, including a Georgia Power 230 kV transmission line easement. Final construction plans were completed April 8, 2026. Bid packages are available via Procurementeng@bullochcounty.net, https://bullochcounty.net/bid-opportunities/, or the Georgia Procurement Registry.
