About this opportunity
The Berkshire Regional Group Purchasing Program (BRGPP), acting on behalf of 32 participating Berkshire County municipalities and other public sector entities in Massachusetts, is soliciting joint cooperative bids for highway supplies and services for the fiscal year July 1, 2026 through June 30, 2027. This procurement encompasses 20 distinct categories including fuel products (gasoline, diesel fuel, heating oil, and liquid propane), aggregates and loam, winter maintenance materials (calcium/magnesium chloride, rock salt, sand, and pre-treat liquids), pavement preservation and treatment materials (micro-surfacing, chip seal, hot mix asphalt, paving services, and line painting), infrastructure products (guardrails, culverts), and specialized services (catch basin cleaning, tree work, and street sweeping). Bidders must submit proposals electronically through the OpenGov procurement portal no later than April 2, 2026 at 1:00 p.m., with public bid opening and reading immediately following. Bidders for service categories requiring MassDOT prequalification must demonstrate prior experience and current prequalification status for specified work classes, with estimated values ranging from $40,114 for guardrail installation to $1,748,500 for pavement preservation products and $3,048,381 for paving services across three county regions. All bids for services are subject to Massachusetts prevailing wage requirements under General Laws Chapter 149, Sections 26-27F and Chapter 30, Section 39M, and a 5% bid deposit in the form of a bid bond or certified check is required unless otherwise specified in individual bid packages. Questions must be submitted by March 27, 2026 at 4:00 p.m., with responses provided by March 30, 2026 at 4:00 p.m., and contract awards are expected by April 20, 2026.
This procurement includes no specific set-aside designations for disadvantaged enterprises or minority-owned businesses as stated in the available documentation. Bidders must maintain comprehensive insurance coverage including worker's compensation at statutory limits, employer's liability of $1,000,000, automobile liability of $1,000,000 combined single limit, general liability of $1,000,000 per occurrence and $3,000,000 aggregate, and excess/umbrella liability of $4,000,000. All bids will be evaluated based on lowest price responsive and responsible bidder criteria, with consideration given to past performance, reliability, product quality, and service level. The contract will be awarded to the lowest eligible and responsible bidder, with potential for multiple award recipients if bidders are geographically grouped by Northern, Central, or Southern Berkshire County divisions. Fuel product bidders must submit delivered pricing for pumper truck deliveries during normal business hours (7:00 a.m. to 5:00 p.m. Monday through Friday) and are required to submit quarterly reports within 21 days of each fiscal quarter end along with a 1.75% administrative fee on reported quarterly purchases. No incumbent vendor information or existing infrastructure integration requirements are specified in the procurement documents; however, all materials must comply with 2026 MassDOT Standard Specifications for Highways and Bridges and applicable technical specifications provided for specialized services such as micro-surfacing, chip seal, and pavement preservation treatments.
