About this opportunity
Fort Valley State University, a member institution of the Board of Regents of the University System of Georgia, is soliciting proposals for comprehensive laundry equipment and services to support approximately 1,600 residential students across multiple on-campus dormitories, including seven Wildcat Commons buildings and Ohio Hall. The procurement requires the provision of 38 commercial-grade, front-load, high-efficiency, Energy Star-rated washing machines and 38 matching front-load, stackable dryers with full installation, maintenance, technology integration, and general facility upkeep across all specified locations. The selected contractor must transition the university from a card-based vending system to a full-service operation providing students 24/7 access to laundry equipment, furnish all labor and equipment at the contractor's own expense, and assume liability for theft losses, equipment damage, and repairs to university property resulting from installation or servicing. The deliverables include provision of a laundry monitoring system enabling residents to check machine availability, monitor time remaining, and receive completion alerts via computer, tablet, or smartphone; preventive maintenance with service response within one business day of reported problems; semi-annual coordination meetings with the Office of Residential Life; and all equipment must meet ADA compliance, UL listing, and industry safety standards. The contract will commence on July 1, 2026, for an initial one-year term with four optional one-year renewal periods, and proposals must be submitted electronically by April 14, 2026. The mandatory pre-bid conference was held on March 24, 2026, at 1:30 PM, and three addenda have been issued clarifying equipment specifications and requirements, with the most recent addendum dated April 13, 2026. The evaluation will be scored on a maximum of 1,000 points, with technical and mandatory requirements receiving up to 700 points and cost proposals receiving up to 300 points.
The procurement applies set-asides and preferences for Georgia-domiciled suppliers, small businesses categorized into three tiers, Georgia resident businesses, women-owned businesses, veteran-owned businesses, and minority-owned businesses, with an 8% price preference for Georgia Enterprises for Products and Services (GEPS) certified suppliers applied during cost evaluation. Interested vendors must demonstrate at least five consecutive years of experience providing laundry services at institutions of higher education and submit a minimum of three to five references from customers with similar scope and size, including at least two from higher education institutions. The incumbent contractor is CSC SERVICEWORKS, INC. (Supplier ID 12676), which has maintained the current card-based system with monthly invoicing totaling approximately $154,183.38 across the 2023-2025 fiscal periods. All bidders must comply with Georgia tax compliance requirements, provide a Certificate of Non-Collusion, complete the Supplier General Information Worksheet, submit all mandatory questions and mandatory scored questions responses, and provide documentation of required permits and fully trained staff capable of equipment repair, installation, and removal. The contractor must obtain comprehensive insurance coverage including workers' compensation, commercial general liability with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, and automobile liability with $1,000,000 combined single limit, along with a performance bond equal to 5% of the contract value, with all certificates of insurance required within ten business days of award.
