About this opportunity
The County of Sacramento, Department of Waste Management & Recycling is soliciting proposals for full-service operating leases covering two tractor dozers and one landfill compactor for the Kiefer Landfill, with proposals due July 22, 2026 at 3:00 p.m. via the SacCountyEbids portal. Questions are due by July 8, 2026.
Equipment will operate up to seven days per week, 52 weeks per year. Bidders must submit pricing on two lease options: three-year leases at 11,000 operating hours or four-year leases at 14,000 operating hours. All pricing must include 8.75% sales tax, full bumper-to-bumper warranty and maintenance coverage for the entire lease term, FOB destination, freight, and all fees and taxes.
For the two tractor dozers, technical specifications establish minimum horsepower, operating weight, blade configuration, transmission, and undercarriage requirements specific to landfill compaction operations. For the one landfill compactor, the compactor must be purpose-built for municipal solid waste operations, manufactured within twelve months of the bid date, with minimum operating weight of 123,000 pounds, 550 net flywheel horsepower Tier 4 Final diesel engine, powershift transmission, four landfill compaction wheels with approximately 48-inch minimum width and 67-inch minimum diameter incorporating minimum 190 compactor tips, and a semi-U blade assembly with minimum 22 cubic yard capacity. The compactor must include ROPS/FOPS certified pressurized cab, rearview camera, factory-installed automatic fire suppression system with dual-zone detection, heavy-duty cooling system for ambient temperatures exceeding 110 degrees Fahrenheit, load-sensing hydraulic system with 10-micron or better filtration, factory telematics with GPS tracking and machine diagnostics (minimum four-year subscription included), and comprehensive landfill guarding package. The compactor must include minimum 24-month/5,000-hour comprehensive warranty and minimum 60-month/10,000-hour structural frame warranty, with parts availability guaranteed within 24 hours.
Proposers must maintain a service facility within 50 miles of the landfill with minimum three qualified service technicians and provide 24-hour, seven-day-a-week parts delivery within 24 hours. For the compactor, equipment availability must be at least 95 percent of normal working days, with penalties of $75.00 per hour for availability shortfalls. If equipment is out of service for more than three consecutive working days, the County may rent alternative equipment and bill all costs to the proposer.
Bidders must submit three customer references for identical equipment used in landfill operations within the preceding two years, complete warranty information, daily inspection forms, comprehensive maintenance and preventive maintenance schedules, standard repair times, and detailed parts and materials pricing. Proposers must complete a Risk Assessment Questionnaire, certify Iran Contracting Act compliance, comply with child support order requirements, provide a non-collusion affidavit, and carry comprehensive insurance including general liability of at least $2 million per occurrence, workers' compensation with statutory limits, and automobile liability of at least $1 million combined single limit. Evaluation criteria include pricing, ability to meet requirements, technical specifications, experience, references, and risk assessment. The County reserves the right to terminate without cause upon 30 days' written notice or for cause immediately upon material breach notification. Payment terms are NET/30.
