About this file

This is a technical specifications document issued by the County of Sacramento, Department of Waste Management and Recycling, detailing the minimum requirements for one new landfill compactor to be procured through a full-service operating lease for use at the Kiefer Landfill. The compactor must be purpose-built for municipal solid waste landfill operations, manufactured within twelve months of the bid date, and not a modified wheel loader. The equipment specifications encompass comprehensive requirements across multiple categories including a minimum operating weight of 123,000 pounds, a six-cylinder diesel engine with minimum 550 net flywheel horsepower and Tier 4 Final emissions compliance, a powershift transmission with minimum four forward and four reverse speeds, articulated frame steering, four steel landfill compaction wheels with approximately 48-inch minimum width and 67-inch minimum diameter incorporating a minimum of 190 compactor tips, and a semi-U blade assembly with minimum 22 cubic yard capacity. The compactor must feature a ROPS/FOPS certified pressurized cab with air conditioning, rearview camera system, and integrated monitoring systems, along with a factory-installed automatic fire suppression system containing two 50-pound dry chemical cylinders and dual-zone detection.

The specifications mandate additional critical components including a heavy-duty cooling system designed for ambient temperatures exceeding 110 degrees Fahrenheit, a load-sensing hydraulic system with 10-micron or better filtration, a factory telematics system with GPS tracking and machine diagnostics with minimum four-year subscription included, and a comprehensive landfill guarding package with full engine compartment, belly, axle, and frame protection installed at the factory. The vendor must deliver the equipment complete, serviced, fueled, and ready for operation to Kiefer Landfill located at 12701 Kiefer Boulevard, Sloughhouse, California 95683, and provide two operator training sessions of minimum four hours each, one maintenance training session of minimum two hours, and a follow-up field visit within seven working days after delivery. The compactor must include a minimum 24-month/5,000-hour comprehensive machine warranty and a minimum 60-month/10,000-hour structural frame warranty, with parts availability guaranteed within 24 hours. The County anticipates operating the equipment up to seven days per week for 52 weeks per year.
