About this opportunity

The State of Utah Division of Purchasing, conducting on behalf of the Governor's Office of Economic Development and Utah Office of Tourism, is requesting proposals for fulfillment services and visitor assistance supporting the "Life Elevated" brand, with proposals due November 6, 2026 and virtual interviews scheduled for November 19. A single contract award will be made to the highest-scoring responsive and responsible vendor. Vendors must guarantee pricing for the entire five-year contract term with no escalation provisions unless negotiated and approved.

The scope encompasses fulfillment center operations, visitor services coordination, inventory management, order processing, and distribution capabilities to support Utah's tourism marketing initiatives. Vendors must demonstrate a minimum of five years of combined experience in guide distribution (individual and bulk), mail distribution strategy, and international shipping, plus certified storage capacity for Utah printed materials. Required qualifications include compliance with data privacy and GovRAMP requirements, documentation of customer service capabilities via phone and email, three professional references, a sample monthly budget tracker, and biographies of key day-to-day personnel.

The evaluation methodology consists of four stages. Stage 2 evaluates technical criteria across four categories totaling 800 points: Fulfillment and Distribution Approach including data privacy (320 points), Fulfillment and Distribution Core Experience (240 points), Key Personnel (160 points), and Value Added Services (80 points). Vendors must achieve a minimum score of 65 percent to advance to Stage 3, the virtual interview (100 points). A minimum 65 percent interview score is required to advance to Stage 4, where vendors submit cost proposals using the designated form; any deviation from the required cost proposal format renders the proposal unresponsive. Cost scoring awards 100 percent of points to the lowest-cost vendor, with others receiving proportional points based on their cost relative to the lowest bid.

Vendors must submit questions through the U3P system during the designated Q&A period. The state retains intellectual property rights in custom deliverables. Insurance requirements include $1 million commercial general liability per occurrence and $3 million aggregate, plus $1 million commercial automobile liability if vehicles are used. Award notifications do not constitute a binding contract; only a fully executed purchase order creates binding obligations. Work must not begin until a fully executed contract is received.
