About this file

This is a Scoresheet attachment for an RFP issued by the State of Utah Division of Purchasing on behalf of the Governor's Office of Economic Development and Utah Office of Tourism for Fulfillment and Visitor Services supporting the "Life Elevated" brand. The scoresheet establishes the evaluation criteria and scoring methodology by which proposals will be assessed and ranked. The contract is anticipated to result in a single award to the responsive and responsible vendor achieving the highest score in accordance with Utah procurement code requirements. The contract term is five years, with vendors required to guarantee their pricing throughout the entire contract period.

The scoresheet serves as the primary evaluation instrument for determining proposal acceptability and comparative merit among competing bidders. It defines the weighted scoring factors, point allocations, and evaluation standards that will be applied uniformly across all submissions to ensure fair and objective assessment of vendor qualifications, experience, technical approach, and pricing competitiveness. The specific scoring criteria and point distribution detailed in the scoresheet align the evaluation process with the stated procurement objectives of securing fulfillment and visitor assistance services that effectively support the state's tourism branding initiatives.
