About this file
This is a Technical Criteria document for a Request for Proposal issued by the State of Utah Division of Purchasing, conducted by the Governor's Office of Economic Development and Utah Office of Tourism, for fulfillment services and visitor assistance supporting the "Life Elevated" brand. The RFP seeks a single contract award for a five-year term with guaranteed pricing throughout the contract period. Vendors must demonstrate a minimum of five years of combined experience in guide distribution (individual and bulk), mail distribution strategy, and international shipping, along with certified storage capacity for Utah printed materials and compliance with data privacy and GovRamp requirements. Proposals must include no fewer than three professional references, a sample monthly budget tracker, documentation of customer service capabilities via phone and email, and biographies of key day-to-day personnel assigned to the Utah contract.
The evaluation process consists of four stages. Stage 2 evaluates technical criteria across four categories totaling 800 points: Fulfillment and Distribution Approach including data privacy (320 points), Fulfillment and Distribution Core Experience (240 points), Key Personnel (160 points), and Value Added Services (80 points). Vendors must achieve a minimum score of 65 percent to advance to Stage 3, which involves a 30-minute virtual interview scheduled for November 19th, with a 20-minute presentation and 10-minute Q&A session worth 100 points. Candidates must score a minimum of 65 percent in the interview stage to advance to Stage 4, where vendors submit a separate Cost Proposal using the designated form. Any deviation from the required cost proposal format will render the proposal unresponsive and the vendor ineligible.
