About this opportunity

The Illinois Department of Transportation is requesting bids for updated freight and commodity flow data to support the federally required Illinois State Freight Plan under IFB contract B-53503/27-OPP-R-322017, with bids due September 15, 2026. A 13% Business Enterprise Program goal and a 3% Veteran Business Program goal apply; failure to submit utilization plans for both programs renders a bid non-responsive.

The scope requires comprehensive freight and commodity flow data with a base year of 2023 or more recent, encompassing all 102 Illinois counties and adjacent regions across five transportation modes (truck, rail, air, water, and pipeline). Data must be classified using 4-digit STCC and SCTG codes at the county level for Illinois, Bureau of Economic Analysis level for adjacent states, and state level for remaining states, plus Canadian provinces and Mexican states. The vendor must deliver origin-and-destination, commodity type, volume, and value information. Forecast data for 2040 and 2055 must include base case, low growth, and high growth scenarios with supporting macroeconomic forecasts, delivered as a Microsoft Access Database or compatible format. The initial dataset is due within 30 calendar days of contract execution; subsequent data requests must be fulfilled within 30 calendar days of receipt.

The contract has an initial term of six years from execution with a maximum total term not to exceed ten years. Subcontractors with annual values exceeding $100,000 require prior written State approval and must comply with Illinois Standard Certifications. The vendor must maintain comprehensive documentation of data provenance, collection methodology, validation procedures, and chain of custody. All services shall be performed in the United States unless otherwise disclosed. The contract may be partially or fully funded with federal funds, with percentages communicated upon award notification. Bids must remain firm for 180 days from opening. Bidders may submit questions in writing no later than seven days before the bid opening date. A $15 minority contractor initiative fee applies to any award valued at $1,000 or more.
