About this file

This is a Mandatory Requirements Table for the Illinois Department of Transportation (IDOT) Freight Data & Forecasting Invitation for Bids (IFB). IDOT seeks to procure updated freight and commodity flow data to support the federally required Illinois State Freight Plan. The data shall encompass freight commodity flow information for all 102 counties in Illinois across five transportation modes: truck, rail, air, water, and pipeline. The deliverable must include base year data for 2023 (or more recent if available) at the county level using 4-digit STCC (Standard Transportation Commodity Code) and 4-digit SCTG (Standard Classifications of Transported Goods) classifications. The dataset must also include freight flow forecasts for 2040 and 2055 with base case, low growth, and high growth scenarios, supported by the macro-economic forecasts used in their development. Specific data requirements include tonnage and value metrics across all modes and units for rail and highway shipments, with geographic coverage at the county level for Illinois, BEA (Bureau of Economic Analysis) level for Illinois-adjacent states, state level for remaining states, and coverage of Canadian provinces and Mexican states. The final dataset shall be delivered in Microsoft Access Database format or a compatible alternative.

The solicitation includes set-aside goals of 13 percent for Business Enterprise Program (BEP) participation and 3 percent for Veterans Business Program (VBP) participation. The data will support expanded analysis across all nine IDOT districts and enable activities including freight flow forecasting, identification of key corridors, assessment of district-specific needs, refinement of performance measures, and programming recommendations.
