About this opportunity
The City of Tampa is seeking proposals for exclusive food and beverage services at the Tampa Convention Center (TCC), a 600,000-square-foot facility that annually hosts approximately 300 event days serving over 350,000 guests. The comprehensive Request for Proposals (RFP) covers operational management of all food and beverage services, including catering for events and exhibitions, concession stands, permanent food court operations, alcohol service, vending, mobile food units, and restaurant and bar operations. A mandatory pre-proposal conference is scheduled for December 8, 2025, at 10:00 a.m., immediately followed by a mandatory site visit, with sealed proposals due by January 23, 2026, at 3:00 p.m. through the OpenGov eProcurement Portal. The contract term is five years with an optional five-year renewal, and proposers will be evaluated across multiple criteria: firm experience (30%), project team qualifications (20%), responsiveness to scope (20%), cost (10%), criminal history screening (5%), and Small Local Business Enterprise (SLBE) participation (15%). Proposers must have at least 20 years of experience in convention food and beverage services and demonstrate capabilities to manage complex, high-volume catering operations with stringent operational requirements.
The solicitation includes specific provisions for Small Local Business Enterprise (SLBE) participation, with evaluation points allocated for certified SLBE involvement as prime or subcontractors. Proposers must submit detailed documentation including Accessibility Conformance Reports, Good Faith Efforts documentation, and SLBE certification certificates. The compensation model is a hybrid commission arrangement where the successful vendor receives gross receipts and pays a fixed commission to TCC, with requirements to establish 3.5% Equipment Repair Maintenance & Replacement and 1.5% Advertising and Promotions accrual funds. The current incumbent is Aramark Corporation, which has been managing food and beverage operations with projected gross revenues of approximately $15.9 million in fiscal year 2025. Proposers must be prepared to make significant capital investments in infrastructure, including retail dining outlet improvements, kitchen renovations, equipment purchases, POS system upgrades, and other guest experience enhancements. The contract includes utility payment requirements of 1% of total gross receipts and mandates maintaining minimum staffing levels with key personnel positions and achieving at least 85% guest satisfaction scores.
