About this file
Exhibit A is a floor plans document for the Tampa Convention Center (TCC) related to the City of Tampa's Request for Proposals for exclusive food and beverage services. The exhibit consists of blank pages and is intended to provide visual representations of the facility layout relevant to the food and beverage operations scope. The mandatory pre-proposal conference and site visit are scheduled for December 8, 2025, at 10:00 a.m., with sealed proposals due by January 23, 2026, at 3:00 p.m. through the OpenGov eProcurement Portal. The contract term is five years with an optional five-year renewal. The scope encompasses operational management of all food and beverage services across the 600,000-square-foot facility, including catering for events and exhibitions, concession stands, permanent food court operations, alcohol service, vending, mobile food units, and restaurant and bar operations serving approximately 350,000 guests annually across 300 event days.
The compensation model operates as a hybrid commission arrangement where the successful vendor receives gross receipts while paying a fixed commission to TCC, with requirements to establish 3.5% Equipment Repair Maintenance & Replacement and 1.5% Advertising and Promotions accrual funds. The current incumbent is Aramark Corporation, with projected gross revenues of approximately $15.9 million in fiscal year 2025. Proposers must demonstrate at least 20 years of experience in convention food and beverage services and are evaluated on firm experience (30%), project team qualifications (20%), responsiveness to scope (20%), cost (10%), criminal history screening (5%), and Small Local Business Enterprise (SLBE) participation (15%). Proposers must prepare for significant capital investments in infrastructure improvements, maintain utility payments at 1% of total gross receipts, comply with minimum staffing levels with designated key personnel, and achieve at least 85% guest satisfaction scores. Small Local Business Enterprise participation is required with specific evaluation points allocated for certified SLBE involvement as prime or subcontractors.
