About this opportunity

Dallas Independent School District is requesting proposals for flight simulation systems, equipment, and maintenance services on an as-needed district-wide basis under RFP ZP-250274, with proposals due July 30, 2026. All vendors are encouraged to participate, including sole-source providers. The procurement is issued under Title 2 CFR Part 200 requirements and may utilize local, state, federal, and grant-funded program dollars.

The scope includes delivery and commissioning of full-motion single-engine simulators with six degrees of freedom, full-motion Citation jet simulators, stationary single-engine simulators, specialty simulators for crosswind landings and takeoff scenarios, and desktop non-motion introductory simulators at Career Institute West, a newly constructed career-focused campus, with ongoing service and maintenance for both new and existing simulators across District campuses. All simulators must achieve FAA approval including Flight Training Device, Aviation Training Device, Basic Aviation Training Device, or Full Flight Simulator qualifications as applicable. The vendor must obtain all applicable FAA approvals prior to delivery and installation, deliver hardware, software, instructor operating stations, and integration components necessary for full instructional use, provide comprehensive operational training to campus staff at installation with refresher training available at no additional cost, establish a structured maintenance program including annual preventive maintenance by factory-trained technicians and on-demand work order support with defined response time commitments, supply replacement parts with critical spares availability, provide Hobbs hour reporting support for FAA compliance, maintain a district-wide simulator inventory log, and conduct an initial assessment of existing flight simulation equipment to establish baseline condition records. All new simulators must be fully operational at Career Institute West by Summer 2027. The vendor must demonstrate experience delivering and servicing certified flight simulation environments in educational or aviation training settings.

The contract term is one year with two successive one-year renewal options, not to exceed three years total. Either party must provide written notice at least ninety days prior to expiration of the current term if renewal is not intended. Evaluation will be based on best-value criteria including purchase price, vendor reputation and past relationship with the District, quality of goods and services, extent to which offerings meet District needs, long-term costs, principal place of business or number of state employees, and small business enterprise participation. The District has established an aspirational SBE participation goal of 30 percent, with SBE evaluation weighted up to 20 percentage points. Mandatory insurance includes General Liability of $1,000,000 per occurrence/$2,000,000 aggregate, Workers' Compensation with statutory limits, and Automobile Liability of $250,000 per person/$500,000 per accident. Vendors must submit proposals electronically through the Bonfire portal or via sealed hard copy to Dallas ISD Procurement Services. Vendors must complete and return all required forms including W-9, SBE compliance documentation, Conflict of Interest Questionnaire, and Texas Form 1295 Certificate of Interested Parties. Reference checks must be submitted by July 30, 2026 at 2:00 PM Central Time to Procurementreferencecheck@dallasisd.org. Dallas ISD is exempt from state and federal sales and excise tax.
