About this file

This Scope of Work document outlines the flight simulation systems, equipment, and maintenance services that Dallas Independent School District seeks to procure under RFP ZP-250274. The District intends to establish a comprehensive suite of FAA-approved flight simulators at Career Institute West, a newly constructed career-focused campus, along with ongoing service and maintenance for both new and existing simulators across District campuses on an as-needed basis. The procured systems will include full-motion single-engine simulators with six degrees of freedom, full-motion Citation jet simulators, stationary single-engine simulators, specialty simulators for crosswind landings and takeoff scenarios, and desktop non-motion introductory simulators. All simulators must be delivered with appropriate hardware, software, instructor operating stations, display systems, and integration components necessary for full instructional use. The selected vendor must demonstrate experience delivering and servicing certified flight simulation environments in educational or aviation training settings. The contract term is one year with two successive one-year renewal options, not to exceed three years total, with either party required to provide ninety days' written notice if choosing not to renew. The District expects all new simulator types to achieve full operational status at Career Institute West by Summer 2027.

The vendor shall be responsible for all logistics associated with delivery, site preparation, installation, and commissioning of simulators at all designated District campus locations. Prior to delivery and installation, the vendor must obtain all applicable FAA approvals and certifications for each simulator type, including Flight Training Device qualifications, Aviation Training Device or Basic Aviation Training Device approvals, and Full Flight Simulator qualifications where required, with all documentation provided to the District upon request. The vendor shall provide comprehensive operational training to campus staff at the time of each simulator installation, covering instructor station navigation, scenario management, daily preflight checks, and FAA documentation requirements, with refresher training available without additional cost escalation. The vendor must establish a structured maintenance and service program that includes annual preventive maintenance visits by factory-trained technicians, on-demand work order support with defined response time commitments, and vendor-supplied replacement parts with critical spares availability. The vendor shall also provide Hobbs hour reporting support and guidance to ensure compliance with FAA requirements, maintain a district-wide simulator inventory log throughout the contract term, and conduct an initial assessment of all existing flight simulation equipment at District campuses to establish baseline condition records and identify any deferred maintenance or certification issues.

RFP ZP-250274 Flight Simulation Systems, Equipment, and Maintenance Services

Scope of Work

OVERVIEW

Dallas Independent School District seeks to procure, install, and commission a comprehensive suite of flight simulation systems, along with establishing ongoing annual service and maintenance agreements for both new and existing systems across District campuses on an as-needed basis. This initiative will commence with the design and installation of a fully integrated flight simulation system at the District’s Career Institute West campus.

The agreement encompasses the design, fabrication, delivery, installation, and commissioning of multiple simulator types, along with operator training for campus staff, a structured maintenance and service program, and ongoing support for Federal Aviation Administration (FAA) Hobbs hour reporting. The selected vendor must possess demonstrated experience delivering and servicing certified flight simulation environments in educational or aviation training settings.

Career Institute West is a newly constructed career-focused campus that will continue in the tradition of Dallas I.S.D.’s other Career Institute campuses by offering aviation flight training to high school students. To meet the needs of the flight training program, the district will procure and use FAA-approved and certified simulators of several types. These simulators will be in a dedicated flight training lab.
