About this opportunity

The Commonwealth of Kentucky, Finance and Administration Cabinet, Office of Fleet Management, is requesting proposals for a Fleet Car Wash Card Services Program under RFP 758 2700000040, with proposals due September 14, 2026, at 3:30 p.m. Eastern Time and vendor questions due by August 19, 2026.

The vendor must establish a comprehensive web-based and mobile-application platform enabling the Commonwealth, state agencies, local governments, political subdivisions, schools, and universities to purchase car wash services through issued credit cards accepted at the widest possible range of service locations, including both in-network and out-of-network providers. The vendor is responsible for issuing a minimum of 4,500 fleet car wash cards within one calendar month of contract award, each assigned to individual vehicles with license plate numbers printed on them, and for all payment settlement directly with car wash locations and consolidated billing to the Commonwealth. The system must include real-time transaction authorization through Point of Sale devices connected to the vendor's database with immediate card deactivation for lost or stolen cards, four-digit-minimum PIN management with lockout capabilities, web-based reporting with exportable data in multiple formats, mobile application access with car wash location directories, API integration with fleet management and telematics systems, and 24/7 customer service support. The vendor must deliver training to all participating agencies at no additional cost prior to system go-live and process card replacement within seven business days.

The initial contract term is three years from award, with options to renew for two additional two-year periods upon mutual agreement. The cost proposal is valued at a maximum of 200 evaluation points, while the technical proposal carries 900 points and oral presentations/demonstrations are worth up to 300 points, for a total of 1,400 possible points. Proposals scoring below 50 percent of maximum technical points will not advance to cost evaluation. Vendors must comply with Kentucky Information Technology Standards, Commonwealth Office of Technology requirements, NIST SP 800-53 security controls, SOC 2 Type 2 reporting standards, and may propose on-premises or FedRAMP-certified cloud-hosted solutions with all Commonwealth data maintained within the contiguous United States. Commonwealth responses to vendor questions will be provided by August 28, 2026. Contact Holly McDonald at 502-564-6523.
