About this opportunity

Broward County is soliciting responses for an open-end contract to supply FEMA-compliant pipe and valve maintenance and installation services for Water and Wastewater Services and other county agencies, with proposals due October 21, 2026. A County Business Enterprise (CBE) participation goal of 35 percent applies; vendors must perform at least 65 percent of the total contract price without subcontracting.

Vendors must hold appropriate state licensure (Certified General Contractor, Certified Plumbing Contractor, or Certified Underground Utility and Excavation Contractor) and county-level registration (General Building Contractor Class "A," Master Plumber, General Engineered Construction Builder, or Primary Pipelines Class "A") at time of submittal. The scope encompasses furnishing, inspecting, repairing, removing, installing, and replacing valves, pipes, and related appurtenances within the WWS service area. The contractor must mobilize 50 percent of resources within 2 hours and 100 percent within 8 hours of notification, with emergency response time of three hours after receiving a call. Twenty-four-hour service availability and full-time superintendent presence at job sites are mandatory. Work must comply with Broward County Water and Wastewater Services Minimum Design and Construction Standards, American Water Works Association standards, OSHA requirements including Florida Statutes Sections 553.60–553.64 (excavation safety), and all applicable federal, state, and local regulations.

Unit prices submitted by the contractor constitute full compensation for labor, materials, equipment, transportation, mobilization, demobilization, excavation, backfill, and restoration. Invoicing for undefined repair parts, materials, permits, specialized subcontractors, and utilities occurs on a pass-thru basis. Annual pass-through allowances total $30,000 ($20,000 for parts and materials, $2,000 for security badges and permits, $3,000 for asbestos cement pipe removal and disposal, $5,000 for specialty subcontractor services). Liquidated damages of $550 per calendar day apply for failure to meet specified completion timeframes.

General Liability coverage minimum $1 million per occurrence / $2 million aggregate; Auto Liability $500,000 combined; Workers' Compensation at statutory limits with Employers' Liability $1 million per accident; Pollution/Environmental Liability $1 million per claim ($10,000 maximum deductible); and Installation Floater "All Risk" coverage are required. Broward County must be named as additional insured with primary, non-contributing coverage and waiver of subrogation. A bid bond equal to 5 percent of total price is due by the proposal deadline; upon award, performance and payment bonds of 25 percent (or 50 percent if unspecified) of the total expected annual contract amount are due within 10 calendar days. The contract term runs one year from award with no guaranteed minimum quantity. Vendors must submit litigation history disclosures for cases within three years, subcontractor/subconsultant/supplier lists, criminal history screening certifications (for contracts $100,000 or more), and vendor questionnaires with at least three professional references demonstrating similar experience. All responses must be submitted electronically through BPRO by October 21, 2026. Award will be made to the lowest responsive, responsible bidder on total bid price basis, though the County reserves the right to award on a group or item-by-item basis.
