About this opportunity
The City of Pasadena Housing Department is soliciting proposals from qualified consultants to provide federal labor compliance services for construction projects funded through the U.S. Department of Housing and Urban Development (HUD), including the Community Development Block Grant (CDBG) and Home Investment Partnership (HOME) programs. The selected consultant will support all phases of project implementation from pre-construction through project close-out, with key deliverables and responsibilities including reviewing bid documents, verifying prevailing wage determinations, conducting contractor compliance monitoring, reviewing certified payroll records, performing worker interviews, and ensuring proper documentation and reporting in accordance with federal regulations. Required qualifications include a minimum of three years of experience administering federal labor compliance for HUD-funded projects, with demonstrated expertise in Davis-Bacon and Related Acts compliance, Section 3 requirements under 24 CFR Part 75, and public agency coordination; Build America, Buy America (BABA) experience is preferred. Evaluation criteria are weighted as follows: Relevant Experience & Qualifications (30%), Project Approach & Understanding (20%), Key Personnel (15%), References/Past Performance (10%), and Cost Proposal utilizing a ratio method (25%). The initial contract term is one year from execution with three optional one-year extension periods subject to City Manager approval. Questions must be submitted by May 4, 2026, at 12:00 p.m., and proposals must be submitted electronically through the City's eProcurement Portal by May 8, 2026, at 3:00 p.m. Technical proposals are limited to a maximum of 50 pages combined with qualifications and additional data, while price proposals must contain a single blended hourly rate for all services including labor, overhead, administrative support, travel, equipment, materials, and any subconsultant expenses.
No specific set-aside designations for disadvantaged enterprises are identified in the procurement documents; however, all responding vendors must comply with the Pasadena Living Wage Ordinance for contracts exceeding $25,000 and the City's Local Preference and Priority Guidelines. All proposers must have active SAM registration with a valid Unique Entity Identifier (UEI), and failure to submit the required UEI will result in the response being deemed non-responsive. Vendors must comply with various mandatory certifications and disclosures including the Declaration of Non-Collusion, Conflict of Interest Disclosure, Taxpayer Protection Amendment Disclosure, Equal Employment Opportunity certifications, Disqualification Disclosure, Federal Required Certification regarding lobbying compliance, and the Standard Form-LLL Disclosure of Lobbying Activities. The procurement documents reference a Relevant Experience Form requiring bidders to document five comparable projects with direct contact information for project owners to verify experience with federal labor standards administration. No incumbent vendor information, current contractors, or existing technology integration requirements are specified in the available documentation. The RFP does not explicitly identify a budget range or award value; however, compensation is structured as a single blended hourly rate for all services, with all costs including labor, overhead, travel, and subconsultant expenses incorporated into the proposed rate.
