About this file
This is a Federal Required Certification document mandated by the City of Pasadena Housing Department for contractors seeking to provide federal labor compliance services for HUD-funded construction projects. The certification addresses lobbying compliance requirements under 44 C.F.R. Part 18 and Appendix A, and must be signed and submitted by the contractor's authorized official prior to contract award. The contractor certifies that no federal appropriated funds have been or will be paid to influence federal officers, congressional members, or their staff in connection with the awarding of federal contracts, grants, loans, or cooperative agreements related to HUD's Community Development Block Grant (CDBG) and Home Investment Partnership (HOME) programs administered by the City of Pasadena.
The contractor must disclose any non-federal funds used for lobbying activities by submitting Standard Form-LLL in accordance with applicable instructions. The contractor is required to include identical certification language in all subaward documents and ensure all subrecipients certify and disclose accordingly. Failure to file the required certification subjects the contractor to civil penalties ranging from $10,000 to $100,000 for each failure. The certification constitutes a material representation of fact under 31 U.S.C. Section 1352, and submission is a prerequisite for contract execution. The contractor acknowledges that the provisions of 31 U.S.C. Chapter 38 regarding Administrative Remedies for False Claims and Statements apply to this certification.
