About this opportunity
Cherry Creek School District No. 5 (CCSD) in Greenwood Village, Colorado, has issued RFP 25-016 for the ERate ESC Fiber Relocation 2025 project, which is part of the district's 2024 bond program. The procurement seeks telecommunications carriers to relocate 16 Lumen fiber circuits from the Education Service Center (ESC) to the Transportation West Building (TRW) on the same campus, including 6 high school circuits (10GB) and 10 elementary/middle school circuits (1GB). Bidders must possess a current valid ERate SPIN and submit comprehensive proposals including a submission letter, executive summary, company background, references, and proposed products and services. The solicitation requires quotes for construction costs associated with circuit relocation, with proposals due on February 27, 2025, at 2:00 PM MST and potential contract award on March 7, 2025. Evaluation criteria will prioritize pricing as the most heavily weighted factor, with additional consideration given to the bidder's reputation, ability to meet minimum requirements, and completeness of required documents. The initial contract term will not exceed one year, with potential renewals for up to four additional one-year periods.
Comcast is currently under contract and not open to carrier replacement, which may impact potential bidders. No specific set-aside designations for disadvantaged enterprises were mentioned in the documentation. The project involves relocating fiber connections with an anticipated minimum circuit placement duration of 5 years, and site visits are permitted but no deadline extensions will be granted. The project is funded through E-rate and the district's 2024 bond, with the selected contractor required to comply with federal, state, and local requirements, including website accessibility standards (WCAG 2.1.AA). While specific budget ranges were not explicitly stated, the solicitation indicates that the project is tied to infrastructure improvements with a focus on maintaining network connectivity during campus redevelopment. The replacement building for the ESC is not expected to be designed until the next bond passes in 2028, with potential occupancy not before 2030, suggesting a potential long-term need for the relocated fiber infrastructure.
Opportunity text
As part of the Cherry Creek School District (CCSD) 2024 bond the district is building a new Cherry Creek High School (CCH) on the existing campus. To make way for this new building and keep the current CCH in operation during construction, the Education Service Center (ESC) is being demolished. The building currently houses many Lumen fiber circuits connecting it to several schools and administrative buildings. These circuits will need to move to our Transportation West Building (TRW) on the same campus.
