About this opportunity
West Valley City, Utah (Salt Lake County) is issuing a Request for Proposals to procure an integrated Enterprise Asset Management System (EAMS) and Permitting, Licensing, and Case Management System (PLCMS), with proposals due April 12, 2026, at 5:00 p.m. Mountain Daylight Time via the Utah Bonfire Hub portal. The City seeks a single integrated solution covering both systems but reserves the right to select separate solutions from different vendors if necessary. The PLCMS must include a public-facing component supporting online business interactions such as applications, payments, and related services, while the EAMS solution should enhance operational efficiency, promote safety, and extend asset life cycles through improved management of public and internal service requests, work orders, and asset tracking. Proposed solutions must address twelve functional modules including Permitting, Portal Citizen Engagement, Asset Registry, Reliability Management, Work Management, Warehouse & Inventory Management, Capital Planning, Employee-Contractor Management, Reporting & Dashboards, Mobile Environment, GIS Interface, and Technical Administration & Security. Evaluation criteria are weighted as follows: Cost (40%), Functional Fit to Requirements (30%), Implementation & Support (10%), Vendor Experience & References (10%), and Reporting & Analytics Capabilities (10%). Proposers must complete a detailed RFP Requirements Worksheet indicating support levels for each capability (Standard, Future, Third Party Solution, Code Customization, or Not Supported), provide an executive summary, implementation plan and timeline, support and training approach, data migration plan, cost proposal, vendor background and references, and any exceptions to RFP or contract terms. The City's evaluation period is anticipated to conclude by end of May or June 2026, with City Council presenting recommendations in July 2026 and contract award anticipated in August 2026, followed by implementation beginning August 2027 and full implementation by December 2027.
The RFP documentation does not specify any set-aside designations, disadvantaged enterprise restrictions, or incumbent vendor information. Respondents must maintain Commercial General Liability insurance with per occurrence limits of at least $3,000,000 and general aggregate limits of at least $4,000,000, with the City named as an additional insured on the policy. Contact for RFP questions should be directed to Jeni Erkkila at jeni.erkkila@wvc-ut.gov or 801-963-3354, or Ken Cushing at ken.cushing@wvc-ut.gov or 801-963-3422. No specific budget range or award value has been disclosed in the available RFP documents. The selected contractor will be required to integrate with the City's existing infrastructure and support the full scope of permitting, licensing, case management, and asset management operations for West Valley City, the second-largest municipality in Utah. Proposals omitting the required RFP Requirements Worksheet are subject to disqualification, and the City reserves the right to reject any or all proposals and waive any defects.
