About this opportunity
The Salem Area Mass Transit District (SAMTD) is seeking proposals for a comprehensive Enterprise Asset Management System (EAMS) Software as a Service (SaaS) solution to replace their current end-of-life FleetNet system. The procurement targets a robust software platform capable of managing a fleet of 68 local buses, 43 paratransit vehicles, 19 regional express buses, and 4 shuttle buses, along with supporting infrastructure like charging stations, shop equipment, and bus stops. The proposed system must integrate with multiple existing platforms including Tyler Munis ERP, Active Directory, Avail Technologies Dashboard, and other specified systems, with requirements for bi-directional data functionality, comprehensive reporting capabilities, and tracking maintenance schedules, inventory, and work orders. The RFP (RFP 25-005) was released on March 18, 2025, with proposal submissions due by May 28, 2025, at 2:00 PM PST. Vendors will be evaluated on qualifications, technical capability, communication, risk management, and pricing through a comprehensive scoring process. The implementation will occur in six phases: Initiation, Planning and Design, Execution, Training, Testing, and Deployment and Closure, with an anticipated contract award date of July 24, 2025, and a targeted go-live as soon as possible.
The procurement is federally funded through FTA 5307 funds and includes specific federal compliance requirements, with an overall Disadvantaged Business Enterprise (DBE) participation goal of 2.43%. The project anticipates approximately 70 named users (40 concurrent), with a preference for vendor-led training of internal super users who can subsequently train other staff. Existing infrastructure includes a 20GB production database to be migrated, and the system must demonstrate SOC2 Type II audit compliance. While no specific contract budget was disclosed to encourage competitive bidding, the contract structure allows for an initial five-year term with potential extensions up to fifteen years, including annual pricing with potential increases limited to 3% per year. The solicitation includes a 90-day post-deployment support period, with potential for long-term maintenance and support thereafter. Proposers must register on the OregonBuys platform and carefully review all documentation, including three issued addenda that provide additional clarification on technical requirements and procurement processes.
