About this file

This document is a Brand Name Specification Determination submitted by the Oregon Department of Human Services (ODHS) ONE Program, requesting approval for a sole source procurement of AppCircle, a mobile Continuous Integration and Continuous Delivery (CI/CD) platform. The requestor, Chet Lundy, seeks to acquire AppCircle as a replacement for existing development tools to support mobile application development, testing, and deployment across five environments: DEV, SIT, PERF, UAT, and PROD. The platform will be implemented for use by the state and offers key features including CI/CD automation, a no-code pipeline builder, cloud-based device testing, app store integration, team collaboration tools, and enterprise-grade security with self-hosting capabilities in Microsoft Azure. The determination was approved on March 20, 2025, with a total estimated cost of $79,000 for one year and a five-year estimated spend of $612,545.34.

The procurement justification for the brand name specification identifies that there is only one manufacturer or seller of the product meeting the required quality, performance, and functionality standards. AppCircle Inc., a Delaware corporation, is identified as the sole source vendor with contact information provided for Mete Baydar. The agency emphasizes that AppCircle's superior integration with Azure DevOps, support for multiple distribution profiles and testing groups, and comprehensive app version history maintenance capabilities make it the most suitable solution for maintaining current workflows and ensuring a smooth transition from existing systems. The procurement is pursued under Oregon Department of Human Services statutes and rules, including OAR 125-247-0691, OAR 125-246-0170(2), ORS 279B.215, and ORS 413.033.
