The solution must support 500+ concurrent users and maintain 99.9% uptime SLA. Vendors must demonstrate compliance with 105 mandatory security requirements and 24 privacy overlay requirements, including NIST standards, FIPS 140 encryption, multi-factor authentication, and WCAG 2.1 accessibility standards. System integrations required include GraniteNet, Maximo, Microsoft Active Directory, AclaraOne, AMANDA, Salesforce, Motorola CSR 311, CC&B, and ESRI GIS. Evaluation criteria are scored as Executive Summary and Vendor Experience (8 points), Functional Capabilities (29 points), Technical Architecture and Integration (15 points), Implementation Plan and Support (20 points), and Price (8 points). Written questions are due August 4, 2026. The contract commences upon execution with no fixed initial term; the City retains sole discretionary extension rights. Proposals are valid for 180 calendar days following the RFP closing date unless a longer acceptance period is offered. NIGP Code 92005.
