About this file

This is a Computerized Maintenance Management System (CMMS) Business Capability Model and Strategic Vision document prepared for the City of Austin Water Department in Texas. The City is seeking a qualified solution provider to implement a modern, scalable, cloud-based Enterprise Asset Management (EAM)/CMMS system to replace and consolidate Austin Water's existing asset management platforms. The proposed solution will serve both horizontal infrastructure (distribution and collection systems) and vertical infrastructure (treatment plants and pump stations), with comprehensive capabilities including asset registry and hierarchy management, preventive and predictive maintenance scheduling, work order management, inventory and supply chain optimization, crew scheduling and routing, GIS integration, mobile field operations, customer service management, analytics and reporting, and system integrations with existing platforms such as CC&B, Salesforce, and SCADA systems. The document outlines detailed business use cases for four operational divisions: Inventory Operations, Pipeline Operations, Treatment Operations, and Meter Operations, each with specific pain points, differentiators, and performance metrics.

The CMMS implementation addresses critical operational challenges including manual data entry across labor, materials, and vehicle tracking; lack of real-time field visibility and GIS-integrated work order management; limited automation for preventive maintenance scheduling; and disconnected inventory and financial systems causing redundant work. Key performance metrics for success include cycle count accuracy, order pick accuracy, work order response times (particularly SSO response times with a 95% one-hour compliance target), preventive maintenance completion rates, and safety inspection tracking. The strategic vision emphasizes creating a warehouse management system with real-time metrics integration, enabling field teams to access and update asset information directly from GIS applications, automating scheduling and routing based on asset history and risk scoring, and delivering KPI reports in accessible formats. The document includes comprehensive definitions of over 100 terms, acronyms, and actor roles to ensure consistent understanding across stakeholders during vendor evaluation and implementation.

About This glossary provides a centralized reference for all terminology used throughout the CMMS business use cases. It ensures consistent understanding across stakeholders by defining key terms, roles, acronyms, and infrastructure-specific language. Whether referencing horizontal or vertical operations, technical system features, or organizational actors, this section supports clarity and alignment during system design, vendor evaluation, and implementation.

Horizontal vs Vertical Terms This section defines terms that may have different meanings or applications depending on whether they are used in horizontal infrastructure (e.g., distribution systems like water mains and sewer lines) or vertical infrastructure (e.g., treatment plants and pump stations).

It helps distinguish how common CMMS concepts like inspections, work requests, and service requests are interpreted and applied in different operational contexts.
