About this file

This is a Requirements Matrix and Instructions document from the City of Austin for an Enterprise Asset Management (EAM) / Computerized Maintenance Management System (CMMS) RFP (GTG3007) for the Austin Water Department. The document establishes evaluation criteria for vendors responding to the RFP, organized into six functional categories containing 125 total requirements: Reporting (9 requirements), Mobile (25 requirements), Portal (30 requirements), GIS (48 requirements), General Technology (24 requirements), and Systems-Interfaces (10 requirements). Of these requirements, 111 are designated as High priority and 14 as Low priority. Vendors must complete the Requirements Matrix by indicating how each requirement will be met using five options: Production Configuration, Business Rule Automation, Both, or None; Product Customization; Future Product Release; Integration with 3rd Party Product; or a combination thereof. Vendors must provide explanations and comments for all responses, including details on customization scope, projected release dates for future functionality, and identification of third-party products required for integration.

The document also includes a Data Migration Scope Matrix requiring vendors to describe their approach to planning, executing, validating, and supporting data migration from legacy systems into the proposed solution across multiple data areas including Asset Master Data, Work Orders, Preventive Maintenance Records, Inspections, Inventory/Materials, Labor/Crew Data, Documents/Attachments, GIS-related Asset Data, User/Role Data, and Reports/Dashboards. Key system integrations required include two-way interfaces with GraniteNet (inspection software), Maximo (asset management), Microsoft Active Directory (authentication), AclaraOne (AMI meter readings), AMANDA (permitting), Salesforce (case management), Motorola CSR 311 (citizen issue reporting), CC&B (billing), ESRI GIS (geospatial data), and the City's data warehouse systems. The proposed solution must be cloud-based, support 500+ concurrent users, maintain 99.9% uptime SLA, comply with WCAG 2.1 accessibility standards and NIST security requirements, and include mobile applications for iOS and Android with offline capability.
